It is clear that most, if not all, suicide bombers have been brainwashed in to believing in an afterlife in paradise or heaven.

Some Suggestions
The religious leaders who have done the brainwashing should be identified and arrested whenever possible.

Then they should be accused of being accessories to murder unless they can prove that a paradise or heaven exists for those who commit suicide for any cause.
They can do this by committing suicide themselves if they so choose, after being offered the option of 20 years imprisonment if they will publicly renounce any claim that a paradise exixts for suicide bombers. They will have to publicly state their reasons why they have declined to commit suicide themselves.

This sentence will be reduced by one year each for identifying religious leaders they know (who are subsequently arrested) who brainwash people into believing that a paradise or heaven exists for suicide bombers. They will be told that everyone that they identify will be offered exactly the same conditions as themselves when arrested. If they identify 20 religious leaders who brainwash potential suicide bombers and these 20 are subsequently arrested, they will be offered their freedom, a change of identity, and a safe place to live that is far away from anyone who knows them. They will be told that they must never preach religion again and they will be offered training in a skill which will be helpful to themselves and the community in general.

In this manner it may be possible to reduce or even eliminate the motivators for suicide bombings.

Note:
All religious leaders are initially self-appointed. Many of them use the cloak of religion to gain power and influence over their fellows.
It is clear that a significant number of religious leaders are petty despots who see democracy as a threat to their power and influence.
In short, democracy and theocracy are mutually exclusive. In a democracy, leaders are chosen by their fellows. In a theocracy, the leaders choose themselves.
