Included for the same reason as 'Scout' - the uniform and structure smack of militarism.

Just as you have cub scouts as younger versions of scouts, so you have brownies as younger versions of girl guides. But a younger cub or brownie is called a beaver. What a cruel world it is.

The Guides in Britain found themselves in politically correct hot water a few years ago, when someone challenged their discriminatory membership policy. Any new troops now have to also admit boys...
