| TO ALL TO WHOM these presents shall come Greeting WHEREAS by an Act passed in the first year of Our Reign intituled
" An Act to amend an Act for the regulation of Municipal Corporations in England and Wales" It was enacted that if
the inhabitant householders of any Town or Borough in England or Wales should petition Us to grant them a Charter of
Incorporation it should be lawful for Us by any such Charter if We should think fit by the advice of Our Privy Council
to grant the same to extend to the Inhabitants of any such Town or Borough within the District to be set forth in such
Charter all the powers and provisions of an Act passed in the Session of Parliament held in the fifth and sixth years
of the Reign of His late Majesty King William the Fourth intituled " An Act to provide for the Regulation of Municipal
Corporations in England and Wales " whether such Town or Borough should or should not be a Corporate Town or Borough
or should or should not be named in either of the Schedules to the said Act to provide for the Regulation of Municipal
Corporations in England and Wales Provided nevertheless that notice of every such Petition and of the time which it
should please Us to order that the same be taken into consideration by Our Privy Council should be published in the
" London Gazette " one month at least before such petition should be so considered but such publication should not
need to be by Royal Proclamation AND WHEREAS after the passing of the said first mentioned Act the Inhabitant
householders of the Borough of Bury in the County of Lancaster embracing the whole of the Borough within the boundary
of the Bury Improvement Act 1872 did petition Us to grant a Charter of Incorporation to the Inhabitant Householders of
the said Borough AND WHEREAS notice of such petition and of the time when the same was ordered by Us to be taken into
consideration by our Privy Council was accordingly duly published in the "London Gazette" one month at least before such
petition was so considered AND WHEREAS afterwards Our Privy Council did proceed to consider the said petition and
having fully considered it have advised Us to grant this Charter of Incorporation to the Inhabitants of the said
Borough of Bury WE THEREFORE as well by virtue of the powers and authorities vested in Us by reason of our Royal
Prerogative as by virtue of the powers and authorities given to Us by the said recited Act of the first year of
Our Reign or any other Act of Parliament and all other powers and authorities enabling Us in this behalf by the
advice of Our Privy Council D0 HEREBY GRANT and declare that the Inhabitants of the said Borough of Bury and their
successors shall be for ever hereafter one body politic and corporate in deed fact and name and that the said Body
Corporate shall be called the Mayor Aldermen and Burgesses of the Borough of Bury and them by the name of the Mayor
Alderman and Burgesses of the Borough of Bury into one body politic and corporate in deed fact and name We do for Us
Our heirs and successors erect and constitute by these presents AND WE DO GRANT to the said Body Politic and
Corporate that by the same name they shall have perpetual succession and be for ever hereafter persons able and
capable in Law to have and exercise and do and enjoy and that they shall have and exercise and do and enjoy all
the Acts powers authorities immunities and priviliges which are now held and exercised done and enjoyed by the
bodies politic and corporate of the several Boroughs named in the schedules to the said Act passed in the Session
of Parliament held in the fifth and sixth years of the Reign of His late Majesty King William the Fourth to provide
for the Regulation of Municipal Corporations in England and Wales under and by virtue of the said Act and of all
other Acts of Parliament made and passed for altering amending or enlarging the said Act and the powers and
provisions thereof or in anywise relating thereto which said Act and the other Acts so made and passed for altering
amending or enlarging the same are hereinafter referred to as the said Acts AND WE DO hereby extend to the
inhabitants of the said Borough of Bury all the powers and provisions of the said Acts AND WE do further will
grant and declare that the said Mayor Aldermen and Burgesses of the Borough of Bury and their successors shall
and may for ever hereafter have a common Seal to serve them in transacting their business and also shall and may
use and assume Armorial Bearings and Devices which shall be duly entered and enrolled in the Herald's College
AND WE do further will grant and declare that the said Mayor Aldermen and Burgesses and their successors shall
be able and capable in law to purchase take and acquire such lands tenements and hereditaments whatsoever situate
lying and being within the said Borough as shall be necessary for the site of the buildings and premises required
for the official purposes of the Corporation TO HAVE AND TO HOLD the said lands tenements and hereditaments to
the said Mayor Aldermen and Burgesses and their successors for ever AND WE further will grant and declare that
the Council of the said Borough of Bury shall consist of a Mayor ten Aldermen and thirty Councillors to be
respectively elected at such times and places and in such and the like manner as the Mayor Aldermen and Councillors
for the Boroughs named in the Schedules to the said Act passed in the Session of Parliament held in the fifth and
sixth years of the Reign of His late Majesty King William the Fourth to provide for the Regulation of Municipal
Corporations in England and Wales are now elected under the provisions of the said Acts except that the first
Mayor Aldermen and Councillors and the first Auditors and Assessors for the said Borough of Bury shall be
respectively elected at such times and in such manner as hereinafter mentioned and that the said Mayor Aldermen
Councillors Auditors and Assessors so to be elected for the said Borough shall respectively have the same
qualifications and have exercise and enjoy all the powers immunities and privileges and be subject to the same
duties penalties liabilities and disqualifications as the Mayor Aldermen Councillors Auditors and Assessors of
the several Boroughs named in the Schedules to the said Act passed in the Session of Parliament held in the
fifth and sixth years of the Reign of His late Majesty King William the Fourth to provide for the Regulation of
Municipal Corporations in England and Wales now have exercise enjoy and are subject to under the said Acts so
far as the same are or may be applicable to the said Borough of Bury AND WE further will grant and declare that
the Title and qualification of the Burgesses of the said Borough of Bury shall be the same with regard to the
same Borough as the Title and Qualification of the Borough named in the Schedules to the said Act passed in the
Session of Parliament held in the fifth and sixth years of the reign of His late Majesty King William the Fourth
to provide for the Regulation of Municipal Corporations in England and Wales now are with regard to such Boroughs
under the said Acts and that all persons possessing such Title or Qualification with respect to the said Borough
of Bury shall be entitled to be placed upon the Burgess List hereinafter mentioned AND WE further will grant
and declare that the said BOROUGH OF BURY shall be divided into five Wards as named and defined by the Bury
Improvement Act 1872 to be respectively called "Church Ward" "Redvales Ward" "East Ward" "Moorside Ward" and
" Elton Ward " and that the said Wards shall be bounded and described as follows, that is to say,

| CHURCH WARD |

shall comprise All that part of the Township of Bury which lies on the Northerly and North-Westerly side of
the routes of Bury Lane and Bolton Street Easterly of the Route of Silver Street and Manchester Road as far
as the route of the Lancashire and Yorkshire Railway thence North of the route of the Lancashire and Yorkshire
Railway as far as the Bridge carrying Heywood Street across the said Railway thence Westerley of the Route of
Heywood Street as far as Spring Street thence Southerly of the Route of Spring Street as far as Lord Street
thence Westerly of the route of Lord Street as far as Rochdale Road and thence South of the routes of Rochdale
Road Clough Street and Eden Street and of a straight line prolonged from the route of Eden Street to the
boundary of the Township of Elton and thence Easterley and Southerly of the Township of Elton. .

| REDVALES WARD |

shall comprise All those parts of the Township of Bury Pilsworth and Heap and Parish of Radcliffe which lie
Easterly and Southerly of Church Ward on the left Bank of the River Irwell as far as the Route of such River
from Bury Bridge to the junction of the Rivers Irwell and Roach on the right bank of the River Roach from
Heap Bridge to the Junction of the Rivers Irwell and Roach and as far as the route of such River and South
of the route of Rochdale Road from Heap Bridge to Lord Street and also including a detached portion of the
Township of Elton situate near the Old Bury Workhouse but excluding the lands buildings and hereditaments
excepted in subsection 4 of Section 12 of the Bury Improvement Act 1872 and belonging or reputed to belong
to Messrs. J. and J. J. Mellor.

| EAST WARD. |

shall comprise All those parts of the Townships of Bury Heap and Birtle-cum-Bamford which lie north of Redvales
Ward and Church Ward as far as Paradise Street thence South Easterly of the route of Paradise Street Southerly
of the route of Moorgate Bell Lane and Rochdale Old Road as far as the Boundary between the Townships of
Birtle-cum-Bamford and Heap. near Smethurst Hall thence Westerly of the boundary of the said last mentioned
Townships as far as the River Roach and thence northerly of the route of that River as far as Heap Bridge.

| MOORSIDE WARD |

shall comprise All those parts of the Townships of Bury Birtle-cum-Bamford and Walmersley-cum-Shuttleworth
which lie north of East Ward east of Elton Ward south of the route of Pigs Lee Brook and Mather's Brook and
West of the Eastern Boundary of the Borough.

| ELTON WARD |

shall comprise All those parts of the Townships of Elton and Tottington Lower-End (except the detached portion
of the Township of Elton situate near the old Bury Workhouse and included in the Redvales Ward) which are
included within the limits of the Bury Improvement Act 1872 as defined by Section 12.

AND WE FURTHER WILL GRANT AND DECLARE that each of the said Wards shall elect six Councillors AND WE further
will grant and declare that Our Trusty and well beloved Robert Crossland of the said Borough of Bury Gentleman
and in case of his death inability incapacity refusal or default then our Trusty and well-beloved James Edward
Bell of the said Borough of Bury Accountant do on the nineteenth day of September in the year of Our Lord One
thousand Eight hundred and Seventy Six make out an Alphabetical List to be called the Burgess List of all
persons who shall possess the title and qualifications required by the said Acts for Burgesses of the said
Borough of Bury as aforesaid and shall also make out a separate list containing the name of every person who
though not qualified to be on the said Burgess Roll or List shall possess the Title and qualifications
required by the Act passed in the Session of Parliament held in the thirty second and thirty third years of
Our Reign intituled " An Act to shorten the term of residence required as a qualification for the Municipal
Franchise " and to make provisions for other purposes for Councillors or Aldermen for the said Borough of
Bury as aforesaid Provided that for the purpose of making out the said List the words " the last day of July
in any year " in the first section of the said last mentioned Act shall be construed the thirty first day of
July last and that the words "in that year" in the same shall be omitted and shall sign each of the said Lists
and keep a true copy of each to be perused by any person without payment of any fee at all reasonable hours on
every day (Sunday excepted) between the nineteenth day of September and the twenty ninth day of September in
the year one thousand eight hundred and seventy six and shall cause copies to be printed of each of the Lists
and shall deliver a copy thereof respectively to any person requiring the same on payment of a reasonable
price for such copy and shall cause a copy of each List to be fixed on or near the door of the building called
the offices of the Bury Improvement Commissioners or in some other Public and conspicuous situation within the
said Borough during the eight days next before the said twenty ninth day of September in the year one thousand
eight hundred and seventy six And that every person SO POSSESSED of such Title and Qualification as respectively
aforesaid whose name shall have been omitted from either of the said Lists and who shall claim to have his name
inserted therein shall on or before the twenty ninth day of September give notice thereof to the said Robert
Crosland or James Edward Bell (whichever of them shall be acting in the premises) in writing to be signed by
him and shall in such notice describe the house Warehouse Counting House Shop or building then occupied by him
the Claimant in the said Borough in respect of which he the said Claimant has been rated and state the time
during which he has been rated necessary for his qualification and also the place of abode of him the said
Claimant and that every person whose name shall have been inserted in either of the said Lists may object to
any other person as not being entitled to have his name retained in either of the said Lists and every person
so objecting shall on or before the day and year last aforesaid give to the said Robert Crosland or James
Edward Bell (Whichever of them shall be acting in the premises) and also give to the person so objected to or
leave at the premises for which he shall appear to be rated in the said Lists notice thereof in writing to be
signed by him which said notice shall specify the name of such person so objected to and describe him as he is
described in the said List and shall also specify the name of such objector and state his place of abode and t
he property of which he is said to be rated in the said List And the said Robert Crossland or James Edward
Bell (Whichever of them shall be acting in the premises) shall insert the names of all persons so claiming
to be inserted in the said Burgess List and the names of all persons so claiming to be inserted in the separate
List hereinbefore directed to be made in two several Lists and shall also include the names of all persons so
objected to as not entitled to be retained in the said Burgess List and the names of all persons so objected
to as not entitled to be retained in the said separate Lists in other two several Lists and shall cause such
copies of such four several Lists to be fixed on or near the door of the said offices of the Bury Improvement
Commissioners or some other public and conspicuous situation within the said Borough during the eight days
next preceding the tenth day of October in the year One thousand eight hundred and seventy six and shall
likewise keep a copy of the names of all persons so claiming as aforesaid and also a copy of the names of
all persons so objected to as aforesaid to be perused by any person without payment of any fee Lt all
reasonable hours during the eight days (Sunday excepted) next preceding the said last mentioned day and
shall also deliver a copy of each of the last mentioned lists to any person requiring the same on payment
of a reasonable price for such copy AND WE do hereby appoint Our trusty and well-beloved Harrison Falkner
Blair of the City of Manchester Barrister at Law and in case of his death inability incapacity refusal or
default then Our trusty and well-beloved John Addison of the City of Manchester Barrister at Law to revise
the said Burgess List and the separate List hereinbefore directed to be made as well as the said List of
Claimants and the said Lists of persons objected to in the manner directed in the said Acts on the twentieth
day of October in the year one thousand eight hundred and seventy six on or such other days and at such times
as the said Harrison Falkner Blair or John Addison (whichever of them shall be acting in the premises) shall
from time to time appoint so that the day after the said last mentioned day shall be appointed on which to
revise or to continue to revise the said Lists AND WE DO hereby direct the said Robert Crossland or the said
James Edward Bell (whichever of them shall be acting in the premises) to make out a Burgess Roll in
Alphabetical Lists of the Burgesses in each of the said Wards to be called Ward Lists and to cause such
Burgess Roll to be completed on or before the twenty-seventh day of October in the year one thousand eight
hundred and seventy six and that such Burgess Roll shall be the Burgess Roll of the Burgesses of the said
Borough entitled to vote in the choice of Councillors Assessors and Auditors of the said Borough and the
Wards thereof respectively at any election or elections which may take place in such Borough before the
first day of November in the year one thousand eight hundred and seventy seven and also on or before the
said twenty seventh day of October in the year one thousand eight hundred and seventy six to copy the
separate List hereinafter directed to be made of the persons qualified to be Councillors of the said
Borough though not qualified to be Burgesses of the same as a separate List at the end of the said Burgess
Roll AND WE further will grant and declare that the said Robert Crossland or the said James Edward Bell
(whichever of them shall be acting in the premises) shall cause to be written or printed copies of the said
Burgess Roll with the separate List so annexed as aforesaid and shall deliver such copies to all persons
applying for the same on payment of a reasonable price for each copy AND WE further will grant and declare
that the first elections of the Mayor Aldermen and Councillors Auditors and Assessors for the said Borough
shall be respectively holden as follows that is to say that the first election of Councillors shall be holden
on the first day of November in the year one thousand eight hundred and seventy six and upon the first day of
November one thousand eight hundred and seventy seven and on the same day in every SUCCEEDING YEAR one third
part of the whole number of the Councillors for the said Borough shall go out of office and in the year one,
thousand eight hundred and seventy seven those who shall go out of Office shall be the Councillors who were
first elected under the provisions of this Charter by the smallest number of votes and in the year one thousand
eight hundred and seventy eight those who shall go out of office shall be the Councillors who were first elected
under the provisions of this Charter by the next smallest number of votes the majority of the whole Council
always determining when the votes for any such person shall have been equal who shall be the person or persons
so to go out of Office and thereafter those who shall go out of Office shall always be the Councillors who have
been the longest time in Office without reelection PROVIDED ALWAYS that any Councillors so going out of Office
shall be capable of being forthwith reelected if then qualified as provided by the said Acts and that the
first Aldermen of the said Borough shall be elected and assigned to their respective Wards on the ninth Day
of November in the said year one thousand eight hundred and seventy six and the Councillors immediately after
the first election of Aldermen shall appoint who shall be the Aldermen who shall go out of Office according
to the said Acts upon the ninth Day of November one thousand eight hundred and seventy nine and thereafter
those who shall go out of Office shall always be those who have been Aldermen for the longest time without
reelection And that the first Mayor of the said Borough shall be elected from and out of the Aldermen and
Councillors of the said Borough on the ninth day of November one thousand eight hundred and seventy six And
that the first election of Auditors and Assessors for the said Borough shall take place on the first day of
March one thousand eight hundred and seventy seven AND WE do hereby appoint Our Trusty and well-beloved
Thomas Lomax Openshaw of Heaton Grove in the said Borough of Bury Esquire and in case of his death inability
incapacity refusal or default then Our Trusty and well-beloved William Rumney of Stubbins House Ramsbottom
near Bury aforesaid Calico Printer to act as Returning Officer at such first elections of Mayor Aldermen and
Councillors of the said Borough and the several Wards thereof and at any subsequent election of Mayor
Aldermen and Councillors which may take place or which it may be necessary to hold before a valid election
can be held under and according to the provisions of the said Acts AND WE do also hereby appoint the Mayor
of the said Borough to be elected at such first election of Mayor as aforesaid to act as Returning Officer
at such first elections of Auditors and Assessors for the said Borough and at any subsequent election of
Auditors or Assessors which may take place or which it may be necessary to hold before a valid election can
be held under and according to the provisions of the said Acts with the same powers respectively as by the
said Acts are given to the Returning Officer at elections held under the provisions of the said Acts
AND WE further will grant and declare that at such first election of Mayor Aldermen and Councillors
respectively the said Thomas Lomax Openshaw or the said William Rumney (whichever of them shall be
acting in the premises) and at such first elections of Auditors and Assessors respectively the Mayor
shall respectively have use and exercise all the powers and authorities which in and by the said Acts
are given to or vested in the Mayor of any Borough AND WE further will grant and declare that the said
Thomas Lomax Openshaw or the said William Rumney (whichever of them shall be acting in the premises)
shall before and at such first election of Councillors do all acts matters and things which by the said
Acts the, Town Clerk of any Borough is required to do before or at an election of Councillors of and for
such Borough and that such first election of Councillors shall be had and held in all respects save as
hereinbefore directed in the manner directed in and by the said Acts.
