Mac Outlook Express 5.x Error -23016

This error is
not specific but generally occurs when Outlook Express has timed out in trying
to send and/or receive mail. To resolve the problem...
- Disconnect, quit OE, reconnect and then retry
- Go to Tools > Accounts and confirm
all mail account settings (to be sure, recreate account and try again)
- Compact
the Database
- Quit OE, delete the following files, then
relaunch and reconfigure...
