This page is SCA's attempt to explain what the GBC Site Allocations process is all about.

The deadline for submitting responses expired in January 2008, but there will be a further round of consultation in January 2009.

The Borough Council are producing a Site Allocations Development Plan Document (DPD), which is one part of the Guildford Development Framework (GDF), also known as the Local  Development Framework (LDF).

 

The general public were given until 30th January 2008 to comment and offer opinion on all the 'issues and options' for sites in the Borough that the council had 'allocated' and to suggest additional 'sustainable' sites.  It does not follow that if a site is included in the councils list, that it will be identified in the final version.  The council use the feedback to produce 'preferred options' which will  go out to another round of consultation in January 2009.  The dates are shown below.

 

Included in the Site Allocations consultation are sites being considered for a North Guildford Park and Ride.  Because the Park and Ride strategy review is also a county council matter, it's consultation process has separate timescales, with further consultation being carried out on the findings late in 2008 or early 2009.  See  SCA's page on Park and Ride .

The council asked people's opinion for how sites within the borough should be used, such as:

  • Business, offices, hotels, restaurants, pubs and other employment

  • Residential housing

  • Various types of care homes

  • Retail and Shopping centres

  • Gypsies, travellers and travelling show people

  • Transport and Traffic including railway and bus stations, car parks,

  • Park and Ride (See SCA's page on Park and Ride)

  • Open Space, Sports and Recreational Provision including allotments (see SCA's page on Open Space)

  • Community Facilities (See SCA's page on Stoughton Community Centre Project)

  • Any other ideas?

  • Any other sites?

There is more detail on each of the above in the Consultation paper (1mb), which is well worth a read to get a better understanding of what this is all about and what it can do for you, and includes a full list of all the sites.  It is also worth reading the Sustainability Appraisal to understand some of the planning issues.  The Briefing Sheet [PDF] (25kb) - gives a short summary of the process.

GBC have 'allocated' the following sites which SCA believe will affect Stoughton residents.  There are of course others we will be reviewing, so please let us know your opinions.

The introduction to the document talks about the need for more allotments being identified. There is a waiting list for Aldershot Road Allotments – why are there proposals to build on these?

There are no policies that seek to address the shortfall in open space and recreational provision.

The last PPG17 identified that Westborough and Stoughton have the biggest shortfall and least open space of all wards – leave these allotments, please.

Land at Salt Box Road

Park and Ride

Also known as the 'Horses Field'. 

Stoughton Community Association feel that of the 5 choices for Park & Ride this is the worst option.

Residents of Stoughton leave the built up area and enjoy the green field off Salt Box Road. We have no green space in our ward – please do not surround us with concrete.

This facility would encourage people to park here and visit Whitmoor Common – a travesty when considering the SPA Interim Strategy about restricting the number of visitors in order to protect the wildlife.

Before any park and ride facility is granted the go-ahead, Stoughton residents require:

  1. A usage survey – will the facility be used?

  2. A traffic survey – will users of the facility travel within or through Stoughton to get to the facility?

  3. An assurance that this facility will not adversely impact current bus services by replacing or competing routes.

  4. An explanation as to why, in spite of GBC's own policies, there are plans to build a park and ride without bus lanes.

Land at corner of Worplesdon Road and Tangley Lane, north west of Tangley Place

Park and Ride

Also known as the 'Donkey Field'.

This is open space and offers a vista across open fields. Concreting over this facility would deprive local residents of any feeling of open space – please do not surround us with concrete.

Before any park and ride facility is granted the go-ahead, Stoughton residents require:

  1. A usage survey – will the facility be used?

  2. A traffic survey – will users of the facility travel within or through Stoughton to get to the facility?

  3. An assurance that this facility will not adversely impact current bus services by replacing routes.

  4. An explanation as to why, in spite of GBC's own policies, there are plans to build a park and ride without bus lanes.

  5. Additionally, if this involves a new access road off Salt Box Road roundabout, a detailed study is required of traffic at the roundabout and the introduction of 40mph limit on all approach roads.

This is the only site identified within Stoughton ward!

This will be going ahead in March 2008.

Any leisure use should avoid attracting cars that may put extra pressure on Whitmoor common.

Major Developed Site in the Green Belt (141), Removal from the Green Belt (142)

Do not develop this – this is in the green belt. Residents deserve some green space around this ward.

Infrastructure is already creaking in this area as proven by audits showing shortfall.

Treating this as a ‘major development’ will unnecessarily industrialise the area, with the risk it would become similar to the Artington area.

Office or commercial use should be of a scale that matches the character of the area, and should be residential in character if not purpose (recognising residential development is not permitted within 400m of an SPA).

Land at rear and off Gravetts Lane, Guildford, Surrey, GU3 3JR

Residential

Do not develop this – this is in the green belt. Residents deserve some gren space around this ward.

Land opposite Burpham Court Farm, Clay Lane, Guildford

Residential

Do not develop this – this is in the green belt.

Developing this land in an isolated pocket will put pressure on surrounding land to be removed from green belt.

If this land is developed it will reduce the attraction of the Riverside Park ‘SPA Avoidance Site’ across the road and therefore impact residents of Stoughton who are expected to use this avoidance site, thus impacting Whitmoor Common.

Merrist Wood college campus

Merrist Wood college campus is already served by bus services.

Via Holly lane, it is accessible by users arriving from the west and north.

Before any park and ride facility is granted the go-ahead, Stoughton residents require:

  1. A usage survey – will the facility be used?

  2. A traffic survey – will users of the facility travel within or through Stoughton to get to the facility?

  3. An assurance that this facility will not adversely impact current bus services by replacing or competing routes.

  4. Plans for bus lane to ensure this site is sustainable.

Hazel Farm, off Cumberland Road,  Stoughton/Worplesdon

Currently student flats.

If/when the University build on Manor farm, the stated intention is to re-develop this area. 

SCA does not want this area used for yet more high density housing generating more traffic.

It should be used to address the shortfall of open space to serve local residents, according to existing council policy.

If the University proceed, please review the bus subsidies well in advance to avoid impacting services affecting local residents and school children using them to get to Kings College.
