Please note that rules were updated 30/07/05. Changes of rules are: Rule 5 paragraph 2 last sentence, Rule 11b and Rule 10j. Also the Wheelchair Service Rule has been introduced into the League (See Below).
GRIMSBY, CLEETHORPES AND DISTRICT
TABLE TENNIS ASSOCIATION
RULES
- Name and Objects.
- The Association shall be known as 'THE GRIMSBY CLEETHORPES AND DISTRICT TABLE TENNIS ASSOCIATION' and the Association's members shall be its officials and all players registered to play in its senior leagues or divisions.
- Annual General Meeting
- A Meeting (called 'Annual General Meeting') shall be convened by the General Secretary, to be held during the month of July in each year.
- The Annual General Meeting shall elect or re-elect Officials, receive the audited balance sheet and other official reports, and shall amend, or rescind any of these rules, and shall make new rules where necessary and generally transact all other necessary business.
- Any Club not represented at the Annual General Meeting shall be fined £1 payable at the time of the Registration Fees.
- The Officials of the Association
- The following officials shall be collectively called 'the Officials of the
Association', namely, President, Vice-Presidents, Chairman, Vice Chairman, General Secretary, Treasurer and any other Official or Officials as determined by the Annual General Meeting.
- All Officials of the Association shall retire annually but shall be eligible for re-election.
- The duties of the Officials of the Association shall be the duties generally associated with their respective offices. Any Official guilty of dereliction of duty may be dismissed from his office by the Executive Committee, which shall appoint a successor.
- The resignation of any Official or Officials of the Association prior to the Annual General Meeting shall be accepted by the Executive Committee, and new Officials will be appointed by the Executive Committee as the case may be.
- The Executive Committee
- A Committee (referred to as the 'Executive Committee') shall be constituted with full power to take any action its members think fit under these Rules.
- The Executive Committee shall be composed of the Chairman, Vice Chairman, General Secretary, Treasurer and seven additional members appointed by the Annual General Meeting.
- General Government of Association
- The general government of the Association and the transaction of all necessary business under these rules shall be the responsibility of the Executive Committee. The General Secretary shall keep all Club informed of the decisions of the Executive Committee as appropriate.
- At least seven days written notice of the date of any Executive Committee meeting shall be given to the members of the Executive Committee by the General Secretary. The quorum of such meetings shall be no less than four members of the Executive Committee.
- In addition to Executive Committee meetings, there shall also be two meetings of the Association each year to which all members shall be invited, through their club secretaries. No fines shall be levied for (except for A.G.M.) non-attendance, such meetings to be held in September and July (the A.G.M.)
- Registration of Clubs and Players
- Each Club shall pay an entrance fee for each team to cover the affiliation fees to be paid to the English Table Tennis Association and the Lincolnshire Table Tennis Association. A Club having more than one team shall designate each team in order, 'A', 'B', 'C', and so on.
- Any Person wishing to become a registered player shall make application to the Association through the Match Administrator, on the Prescribed registration form, which must be completed by the Secretary of the Club concerned. A fee will be charged for each registration, to be agreed by the A.G.M. This fee includes a free issue of the Association's Handbook. The Match Administrator shall provisionally accept or reject such application within forty-eight hours of its receipt, pending the final acceptance or rejection by the Executive Committee.
- No registration will be accepted after the last day of February in each year without the consent of the Executive Committee.
- A member may play four matches in any one season for a team forming part of the Club to which his own team belongs, provided that such other team is in a higher League than the team with which he is registered. If this maximum number is exceeded, the member concerned becomes transferred to the team in the higher League. No player shall play in any matches for another team in the same or a lower League without obtaining a transfer to that team. A player may not play for more than one team in any one division.
- A Team playing an ineligible player shall forfeit the Match and shall pay a fine of not less than £1 and the matter be referred to the Executive Committee, who shall have powers to suspend the offending player and any other persons concerned.
- Transfer of Registered Players.
- Subject to sub-rule (c) of this rule, any member playing for a Team shall be entitled to transfer his registration to any other Team and the provisions of sub-rules (c) and (d) of Rule 6 shall apply as if the application for transfer were an application for membership, save that the application shall be signed by the Secretaries of both Clubs concerned.
- Where a Club has two teams in the same League, no transfers between the Teams, either directly or indirectly, shall be permitted during any one season.
- No player shall be entitled to register or transfer if any subscription or other monies is owed by this person to any Club or the Association. In the event of the refusal of the secretary of the original Club to sign the transfer form without satisfactory reason, the Match Administrator shall be entitled, after due consideration of the facts, to sign the transfer form in the place of the Club Secretary.
- Leagues
- Application for entry in the respective Leagues shall be sent in writing to the General Secretary not later than the 1st July each year.
- Jurisdiction over leagues and fixtures shall be vested in the officials of the Association. They should determine from season to season how many leagues shall be run and which teams shall comprise these leagues, ensuring that each league comprises an equal number of teams where practicable. They shall not accept any team whose playing conditions they deem unsuitable. The playing conditions must remain suitable for all official matches.
- In the event of two or more teams holding the leading positions in any League having the same number of points on completion of their fixtures, the Team having gained the highest number of rubbers shall be deemed the Champion.
- Any team that wins a divisional title, or is second, has an automatic right to promotion the following season, providing that the team's personnel remain unchanged.
- Teams
- Teams shall consist of three players, registered before a match.
- In the event of a Team withdrawing during the season, all fixtures of that team shall be declared void and no points awarded.
- Any team having more than one player absent shall forfeit the match.
- Each registered team in the lowest division is allowed to also register, for £1.00 each, one or more beginners who have not previously played in any Grimsby Division. They will be allowed to play up to four matches before having to pay a full registration fee.
- Matches
- Matches shall be played in accordance with the Fixture List, which shall be compiled by the General Secretary. Before the compilation of the Fixture List, each Team shall supply, by written notice to the General Secretary, the fixed day of the week upon which Home Matches will be played, which shall not be altered without the permission of the Executive Committee to be granted only in exceptional circumstances.
- Matches must commence not later than 7.15 p.m., and any Team causing a start later than this time shall be fined the sum of £1. Any player arriving later than 9.00 p.m. shall not take part in the match. A player who causes his or her opponent to wait more than fifteen minutes shall forfeit the rubber in question.
- All teams shall play 9 singles and 1 doubles. Both captains shall nominate their teams before commencement of the match. The doubles need only be nominated prior to them being played. Each rubber shall be the best of five games.
- The order of play shall be determined as follows. The Visiting Captain shall nominate the player or pair from his Team to play the first and each succeeding rubber and the Captain of the Home Team shall nominate the opponents. Except with the consent of the Home Team Captain, no player on the Home Side shall be compelled to play more than two successive rubbers
- i) The E.T.T.A. regulations and rules apply to all Matches.
ii) All rackets used by players in divisions one and two must have current I.T.T.F authorised racket coverings.
- The Umpire of each rubber played during a match is to be acceptable to both players.
- A full score sheet, indicating the result of the Match and the time commencement of play, shall be completed by the Captain of the Home Team, and signed by both Captains The score sheet must be forwarded by the Home Captain to the Results Secretary to reach him within one week from the date upon which the match takes place. Breach of this rule may entail of fine of £1 for the first offence and second offence. Breach of this rule on more than two occasions will entail a fine of £5 for the third and subsequent occasions.
- Teams winning 10-0, 9-1, or 8-2 shall gain 4 points. Teams winning 7-3 or 6-4 shall gain 3 points and the losing team 1 point. In the event of a draw, each team shall gain 2 points.
- Matches may be arranged without notice by mutual agreement between the Captains of the teams concerned to take place on a date earlier than the date in the Fixture List.
- Any rearrangements of Matches after the date designated in the Fixture List may be agreed between the Captains of the teams concerned. As long as the rearranged match is within one calendar month of the original date designated in the fixture list. The Captain of the team seeking the rearrangement to contact the other Captain at least 24 hours before the date designated for the Match in the Fixture List. Any outstanding fixtures should be played no later than 2 weeks after the end of the season. As soon as possible after such agreement, both Captains must notify the Match Administrator.
- Where a team fails to comply with Sub-Rule (i) and a) above that team shall be deemed to have failed to fulfill the fixture and Sub-Rule (l) hereof shall apply.
- Any Team failing to fulfill a fixture on the date (see Rule 10(j)) shall forfeit the Match and shall pay a fine of not less than £5 and not exceeding £10, whether this be for the original fixture or a rearrangement.
- All fixtures should be fulfilled; one fixture cannot count for both results in that season.
- Meetings
- The Annual General Meeting shall commence at 7.30 p.m.
- The quorum for the Annual General Meeting shall be fifteen members, and for meetings of the Executive Committee four members.
- At the request of any two members a vote at any meeting shall be closed by ballot.
- Voting at Annual General Meetings shall be by show of hands, except where a ballot is requested, when each Member present shall have one vote. In the event of an equality of votes the Chairman shall have a casting vote.
- An Extraordinary General Meeting shall be convened on the written request to the General Secretary of members of five or more Clubs, or by resolution of the Executive Committee. At least seven days' notice of the proposed meeting together with information regarding the matter to be discussed shall be given to all Club Secretaries.
- General
- Any Competition organised by the Association shall be governed by the rules formulated by a Sub-Committee appointed for the purpose.
- Any complaint alleging breach of these rules or misconduct by a member shall be investigated by the Executive Committee, which may take such steps as deemed necessary.
- All Affiliation and Registration Fees to be paid by 1st November each year. All fines to be paid within twenty eight days of being advised by the Treasurer. In the event of non-payment the Club or Member shall be automatically suspended until payment is made.
- No Club shall run an 'open tournament' without the consent of the Executive Committee.
- These rules are binding upon every member of the Association and shall be supplemented, rescinded or altered only by a General Meeting of the Association.
- Notice of proposed amendments of these rules shall be given in writing to the General Secretary, either with the request for an Extraordinary General Meeting (as provided for in sub-rule (e) of Rule 11) or not later than four weeks before the date of the Annual General Meeting with the exception that the Executive Committee shall have the right to give notice to the Association's members of any amendments to existing or proposed new rules by informing Club Secretaries thereof in writing at least 7 days before the date of the Annual General Meeting.
- In the event of any dispute with regard to the interpretation of these rules, the matter shall be referred to the Executive Committee, whose decision shall be final.
- All trophies to be returned to the Match Administrator by 1st April of each year. Failure to do so will result in a fine of £5.
- The Grimsby Closed Championships shall be held on a date(s) to be decided by the Executive Committee, in collaboration with the E.T.T.A. and V.E.T.TS. Diaries of Events. As far as possible it shall not clash with any Open or Veterans Tournament, British League, County Championships or Inter-Town Matches, etc., which could denude the Tournament of any players.
The date(s) of the Grimsby Closed and Finals Night (if held) shall be set and advertised at the start of the season.
ITTF at the Shanghai World Championships has passed rule changes that allowed for the integration of IPTTC and ITTF athletes,
and a process has commenced to fully integrate IPTTC and ITTF. For Paralympic athletes playing against able bodies athletes, the able
bodied athletes must follow the paralympic rules. For example, if the able bodied athlete playing a wheelchair athlete serves short or wide
it is a let, and in doubles a wheelchair pair are not required to alternate.
