Preamble

The text contained in this Annex to the Paper of Business for Supreme Grand Chapter on 10^th November 2004 is significantly different from that circulated in the Annex to the Paper of Business for the Convocation on 29^th April 2004.

As stated in the Preamble to that document, a number of useful and helpful ideas for improving the text as originally circulated had already been received, and, not least in response to the formal Notice of Motion to consider Recommendations of the Strategic Working Party in November 2004, many more suggestions and comments were received subsequently. The period of consultation was, as foreshadowed, extended beyond the nominal closing date of 16^th July to ensure that all observations could be considered by the SWP at its last meeting, in September 2004. The changes to the original proposals which are detailed in this Annex bear significant witness to the commitment of many members of the Order to put forward their suggestions and comments, and to the willingness of the SWP to give detailed consideration to them, and in very many cases, to incorporate them into the Recommendations to come before Supreme Grand Chapter.

The commentary which follows briefly identifies the various changes which have been made to the original proposals as a result of consultation, and provides additional clarification of certain points which particularly generated comment and enquiry. For convenience, it follows the general pattern of topics previously circulated.
