Proposed Rule Changes 2009

The Committee: That the first part of the Constitution be rewritten as follows:

Name :   The Organisation is “Bolton Sports Federation Tennis League”. It is a non-profit making organisation.

Government: An Administrative Committee elected at the Annual General Meeting (AGM) shall govern the League. All members of the Administrative Committee, ex-officio members of the BSF and a representative from each club can attend any annual meeting.

Policy:   The policy of the League shall be that agreed upon by the representatives at the AGM.

Objective:  To promote the game of Tennis.

Administrative Committee: The Administrative Committee shall consist of President, Vice-President, Chairman, Vice-Chairman, Treasurer, General Secretary, Match Secretary (Mixed League), Match Secretary (Men’s League), Match Secretary (Junior League), Match Secretary (Winter League), Registration Secretary, Tournament Secretary, Tournament Referee, Trophy Secretary, Tennis Lancashire Representative, Sponsorship Co-ordinator, ex-officio members of the Executive Committee and eight nine elected representatives, who together with the Match Secretaries form the League Working Committee.  The Committee shall have the authority to co-opt. All Committee members and associates are volunteers and receive no remuneration for their services during the year.

Meadow Hill: My club wish to propose: That the second sentence in Government Rule 4 be deleted.
This has the effect of removing all the *s from certain rules. Passed 12 for 2 against.

Committee: That the final date for giving notice of motion (Government Rule 4 (d)) should be the 30th September. Passed 11 for with 3 abstentions.

Lostock: This club suggests:

That Match rule 6d should replace "three times" with "twice". Passed 8 for 5 against & 1 abstention.

Tyldesley: In Division 1 of any competition a player must have represented their team or a lower team in at least 50% of league matches (not including cup matches) prior to the last three matches in order to play in any of the last three matches. Full-time students aged 18 or over, living away from home in term time (who must be registered as such), are exempted from this restriction. Passed 8 for, 4 against & 2 abstentions.

Lostock: That Cecil Cup rule 8a from the word "Normally" onwards should be abandoned as too unwieldy. The following amendment was passed.

Amendment to (2) by the Committee:

Cecil Cup Rule 8 (a) That “after the first round” should be replaced with “ from and including the quarterfinals” and “the Mixed League” should be replaced with “Mixed League & Cup Matches”. Passed 9 for and 5 abstentions.

The Committee: Suggested addition to Match Rules 6

Any player who has played half or more of their matches for a higher team may not play in the lower team when the higher team has an open date. Passed 11 for, 1 against & 2 abstentions.

The Committee: That the first sentence of Howarth Cup rule (a) should be rewritten as follows:

For teams in different divisions, the lower team will receive 12 games for each division that the lower team occupies below the higher team, subject to a maximum of 40, plus one game per place that the lower team occupies below the higher team. Passed 8 for & 6 abstentions.
