Freeware graphics tool -- Icon Lab v1.1 by Warren Galyen

Icon Lab is a deceptively simple looking icon editor, that hides quite a wide range of features.
It supports both icon and cursor formats, at a wide variety of colour depths. All the basic image editing tools are present and you can capture sections of the screen and paste them into your icon.
Icon Lab is easy to use, with a good range of features and a comprehensive help file.

Randys icon editor.

This is a superb little utility for designing and creating your own icons. Icons are designed in a 32*32 grid using a selection of simple tools, you can also open and alter existing icons.
There is a selection of ready made icons available for download from the authors web site.
