GMVA LEAGUE RULES FOR 2010-11
1.
All clubs must be affiliated to the EVA or ESVA (schools) by 1st
October
2.
All clubs must be registered with the GMVA.
3. All clubs wishing
to play in the following seasons league and cup fixtures must be
entered by 7th September.
4. In the interest of
smooth communication between the league and clubs each club must
leave two names and telephone numbers with the league. If a club has
more than one team then a minimum of three contact names must be
submitted.
5. All clubs must have
a minimum of two qualified referees. League status will be reviewed
if a club cannot reach this requirement.
6. Only league teams
may enter Cups and Tournaments.
7. a. All clubs must
registered all their players and
pay registration fees
before their first match of the season.
b. Additional
players may be added during the season, but can only play in a
competitive match if:
i.
authorisation has been given by the League Secretary or Divisional
Representative.
ii
Registration fees have been submitted.
iii. The play
concerned has had their transfer accepted by the League Secretary.
c. Playing
unregistered players will result in
DEFAULT of all
matches in which the offending player has taken part; ( including
being on the bench).
8. Women players may
play for men's teams. Men are not allowed to play in women's teams.
9. Clubs entering A
and B teams in the league fixtures and cup matches must 'star' four
of their best regular players to the higher team. These players are
then not to be used in the lower teams. Any team failing to observe
this will be in
DEFAULT for
that match
10. A player may
transfer to another club during the season according to the TRANSFER
rules of the EVA. No player may transfer after the 31st January.
New
players can be registered
11. Players may play
for only one team in cup or tournament matches. After their first
match, a player becomes cup-tied.
12.a. All matches will
be played best of five sets, and will be played under full EVA
rules.
b. 3 points will
be awarded for a win. 1 point will be awarded for a defeat. 0 points
will be awarded for a default or void.
c. League
positions will be decided on highest points awarded. In a case of a
tie, sets difference will decide. In case of further tie, points
difference will decide. (To enable this process to take place it is
very important to ensure scoresheets are complete and legible.)
13. a.
The
home team must
confirm the fixture with their opponents at least
EIGHT days
before the date of the game.
b. The home team
is responsible for the venue and equipment, including net, aerials
and referee stand.
c. Where
required the GMVA may have to approve a new court before it may be
used for competitive matches.
d. The home team
is responsible for providing a referee, second official, scorer and
when possible linespersons.
e That a player
or official undertakes
ONE
role only
throughout that particular league or cup competition match. There
can be no change of status from player to official or visa versa.
14.
Fixtures MAY NOT be cancelled on the day of the match. Any team
doing so will be in DEFAULT and the match will not be re-scheduled.
15. If an away team
fails to turn-up to a match, fees over and above those normally
incurred by the home team (eg referees fees) may be claimed from the
visiting team, through the Committee.
16. a. All Mens First
Division, Womens First Division and all Cup matches must have a
QUALIFIED REFEREE,
SECOND OFFICIAL
and a
SCORER. Failure
to provide these officials will result in a FINE (see Penalities and
Fines.)
b. All other
league matches must have a
QUALIFIED
referee and a scorer. Failure to provide these officials will result
in a FINE (See Penalities and Fines.)
17. a. A minimum of
TWO hours must be allowed for matches to be played, with a start
time (from warm-up) no later than 8.20pm (2020hrs) and no Earlier
than 7:20pm on week nights. If after two hours court becomes
unavailable and the match has not finished, the match will be
Replayed.
b. The re-play
match will start at one set each, and the best of the next three
sets will be played.
c. If the match
runs out of time due to the late arrival of a team, their opponents
may apply to the Committee to claim the match. Every effort to play
the match must be made. Refusal to play will be seen as
DEFAULT by said
teams.
d. Any club
claiming a game against an opponent must inform
BY
POST both the
Divisional Representative and their opponents of their actions
within seven days of the match. No claims will be considered after
this period.
18. a. Matches must be
played on the dates given in the league handbook. Matches may only
be rearranged if there are exceptional circumstances.
The
FIXTURES SECRETARY
must be informed
BY
POST of the
cancellation indiciating reasons for cancellation and a new date
for the fixture must be given.
BOTH CLUBS must
submit a letter no more than seven days after the date of the match.
Failure to do this will result in a FINE (See Penalties and Fines.)
b. A team
continually rearranging fixtures may be required to explain their
actions before the Committee and a penality may be issued.
19. a.
ALL
matches
MUST be
recorded on official
EVA
scoresheets.
b. Scoresheets
MUST be
COMPLETE and
LEGIBLE and in
TRIPLICATE.
c. Scoresheets
MUST be signed
by the referee, second official., scorer and both captains.
d. League and
cup scoresheets MUST be sent to the Divisional Representative
WITHIN SEVEN DAYS
of the date of the match by BOTH TEAMS. (Losing teams will not
receive their one point for the defeat if scoresheets are not sent
in.) Failure to do this will result in a FINE (See Penalties and
Fines.)
e. The Match result
MUST be
PHONED through
to
PAUL FAGAN
within 24 hours . (or emailed to
Paul Fagan
)
20. a. Disciplinary
points will be awarded as follows :
Yellow Card
2 points
Red
Card 4 points
Sending off for set 5 points
Sending off for match 6 points
b. When a total
of 6 points is reached the player will be suspended for the next
scheduled GMVA fixture in any Competition,including cup matches.
c. Any points
accumulated after 6 points will be carried over to the next
allowance.
d. Penalty
points will not be carried over the next season.
21. All teams must
wear uniform shirts,but not restricted in number's. Fines for
failure to comply will be enforced.(See Penalties and Fines).
22. Any club failing
to send a representative to the AGM or any SGM properly convened,
shall be fined (See Penalties and Fines.)
23. a. Should any team
withdraw from the league during a season, it shall be fined for each
uncompleted fixture. Such fines are to be paid before an
application to re-entry into the league can be considered. All
results for that season will be deleted.
b.
re-application of 'same team' under a different name will not ensure
fine refund, as four or more player registration duplicity will
constitute a 'same team' situation.
24. Fines
MUST be paid
within
14
DAYS of
notification of fine. Failure to do so will result in the team
concerned having all their matches
VOIDED for the
current season. No refund will be given. Re-admittance will be
dependent on Rule 23 being observed.
25. The GMVA has
absolute right to refuse any club or player admission to the league.
26. Any appeal against
a decision must be filed with the league Chairperson for Committee
investigation.
27. Registration of
clubs is seen as acceptance of league rules. Failure to comply with
the League Rules affect a Club's Associate Status. |
