Notes of meeting held on 16th August 2007

 

1          Welcome - Vice chairman, Grant Harvey welcomed everyone to the first meeting of the League’s Centenary season.

 

2          Correspondence – None

 

3          Unpaid League Fees – Arches, Great Yarmouth Peggottys, Prostar Windows & Shrublands all paid at the meeting contrary to Rule 2.6. Albert Tavern and Prince Consort had not paid any fees.

 

Motion carried to fine Albert Tavern & Prince Consort £5.00 payable by 30th August 2007. Both clubs reminded that failure to pay fees by that date meant they could not participate in the league.

 

4          Composition of League – The secretary explained Burton Arms and South Yarmouth United had withdrawn since the AGM, however Gunton and Caister B had replaced them retaining 12 teams in Division One and 13 in Division Two.

 

            Motion carried to impose the fine of £25.00 on each of the officers of both clubs, and in addition the three officers of Burton Arms were banned from holding office until this committee decided they were fit to do so.

 

5          Secretary Essential – the League Secretary provided a brief summary of the everyday rules that club secretaries must be aware of and clarified the rules concerning player registration – signing-on forms must be with the Registration Secretary 48 hours before kick off to enable him to register those players. ONLY emergency signing-ons on the day of the match were allowed when the registration form must be countersigned by the opposing manager/secretary along with their name clearly printed on the form. The form must be received by the Registration Secretary by the Tuesday following the match. Clubs face being fined and having points deducted if they fail to comply with the rule as the player will not be registered and will not be eligible to participate in the match. 6          Marking Referees – clubs were issued with the FA guide to marking referees and reminded that marks of 50 out of 100 or less must be accompanied by a report.

 

7          Referees’ Representative – Keith Greensides represented the local Referees Association branch in the absence of Neil Jacques and outlined some minor changes in regulations for the 2007/08 season. In Norfolk County Cup competitions clubs will be able to name five substitutes and will be allowed to use three. All jewellery must be removed, the only exception was flat rings could be taped.

 

Any under-garment worn beneath a short-sleeved shirt must be the same colour as the shirt, in line with the rule allowing cycling shorts to be worn only if they are same colour as the shorts. Keith Greensides also reported the number of referees currently registered was down on last season and clubs must expect not all games would be covered – currently 3 matches in September did not have a referee assigned, although this figure might increase once referees received their appointments and declared late unavailability. In the event of the non-appointment of a referee clubs must agree a stand-in referee as the non-appointment of a referee was no reason not to play a match.

 

8          Centenary Year – After a lengthy discussion about how to mark the centenary season there was little support for a presentation evening/dinner. A special commemorative medal for all competitions was supported and there was support for a representative match, possibly followed by a function. Any ideas should be sent to the League Secretary as soon as possible.

 

9          Pitch Fees – due by 31st August 2007 - £395 or first payment of £200 followed by the second instalment of £195 by 31st December 2007.

 

10        Future Meetings – Following a long discussion the meeting agreed to a meeting with the referees, preferably in late November and the Secretary agreed to contact his counterpart, Stuart Reeve, of the Great Yarmouth Referees Association.

 

11        Registration Secretary – reminded all clubs to provide a self addressed stamped envelope when submitting registration forms so that confirmation of registration could be sent back. Clubs should check the registration confirmation to ensure all players had been registered. Players will not be registered if all details on the registration are not completed especially important is the date of birth. A form without all details fully entered is not a completed registration form. Clubs should check player suspension lists and must not sign suspended players.

Item 5 – Secretary Essentials

 

Rule 8 - Signing on players

 

Signing-on form must be with the Registration Secretary 48 hours before kick off. Emergency signing-ons ONLY can be done on the day as long as the opposition manager/secretary signs and prints his/her name and the form is received by the registration secretary by the following Tuesday.

 

Rule 10.21 – Team lists

 

“Clubs shall provide the referee with a list of participating players, including substitutes, to the referee and representative of the opposing team prior to kick off. The list shall include the full names of all players and shirt numbers. Only players submitted to the referee prior to the game shall be allowed to participate in the match.”

 

Will also apply to County Cup games.

 

Rule 11 – Results

 

11.1          “The Secretary must receive, by post or e-mail, no later than 6pm on Tuesday following the match, the result of each Competition match in the prescribed manner. This must include:

1)                  The forename(s) and surname of the team players.

2)                  The name of the Referee and his markings required by Rule 13.

3)                  The sporting award mark out of 10, i.e. for Sportsmanship.

4)                  Goal scorers.

5)                  And any other information required by the Competition.”

 

Rule 13 – Referees

 

Must be paid immediately after the game.

 

Must be presented with a match ball prior to kick off

 

Must be handed a player list, including substitutes before the match.
