Petition to Brighton and Hove Council
from the residents of Rugby Road
Rugby
Road is a traffic calmed area, with speed bumps and a 20 mph speed limit.
The road narrowing and raised platforms at the Ditchling Road and Stanford Avenue junctions were constructed in 1999 as
part of a scheme to improve the road calming in the Rugby Road and Ditchling Rise areas. The junctions
along Ditchling Road were designed to improve pedestrian
safety and to provide a safer environment for the children walking to school, particularly
nearby Downs Infants and Junior Schools.
A large number of Heavy Goods Vehicles (HGVs) are constantly using Rugby Road as a cut through to the other side of
the city. The school children have to cross the paths of these HGVs. These
vehicles also cause unacceptable noise disturbance to residents. Among the HGVs
are a regular stream of refuse carts from the
nearby Hollingdean depot. This daily traffic starts from about 5.30 a.m., risks the lives of local schoolchildren
and causes loss of sleep. Assurances were made by the Head of CityClean in 2003
and 2004 that drivers would be instructed not to use Rugby Road in this way, following requests from
residents to local Councillors, yet there has been no change. Nearby Hollingbury Road has an HGV ban which was approved at the
same time as the traffic calming there and in Rugby Road.
We
call upon the Council to:
1. Instigate an HGV ban in Rugby Road (and other nearby traffic-calmed
roads west of Ditchling Road).
2. Instruct refuse vehicle drivers to
avoid Rugby Road (and other nearby
traffic-calmed roads) as
a through route.
3. Seek or make provision for
alternative routes for refuse vehicles.
