Estonia is the country that is bordered by the Baltic Sea, Latvia, and Russia, included in Europe. It has numerous lakes and forests and many rivers. Estonia is the most northerly of the three former Soviet Baltic republics. Tallinn, the capital, is one of Europe's best-preserved medieval cities, famed for its ancient stone walls, winding, cobbled streets and torchlit alleys, secret stairways, and tower ramparts. In order to develop world-class quality education and meet the demands and requirements of the new millennium, as well as to affirm the position of English as a second language, the Government has initiated major educational reforms by formulating new legislations on education.
