|
Community Centre – Sub Committee Report |
|
Members of the Community Centre Sub-Committee were in attendance to report back on the findings of the recent questionnaire circulated to residents and local organisations. The sub-committee chair Sheelagh explained the background to the exercise; it’s purpose, outcome and the final analysis. The purpose of the exercise was to assess the interest the community had in building a community centre. |

The outcome of the survey had been very disappointing, 3.500 questionnaires had been circulated, with only 100 replies returned. 82 replies were positive, with 26 strongly opposed to the development of the Community Centre. Local organisations included in the survey were also opposed to the proposal. The facilities already on offer within a one-mile radius of Danescourt had an impact on the lack of enthusiasm for the project and many thought the facilities already on offer were sufficient. Concerns were also raised about the possibility of groups congregating and the noise factor that may develop as a result. |

The sub committee concluded that there was insufficient interest to justify continuing with the project in it’s present form. The cost for building the community centre is £800.000, most of which would need to be raised by attracting potential funders. A minimum of £35.000 is required for initial set up costs, with the revenue raised each year needing to match running costs. In order to attract funders a viable business plan has to be drawn up with clear evidence that there is considerable support from the community. The analysis of the data received would not present a viable case. |

The sub-committee asked that a line should be drawn under the big scheme and consideration be given to building something on a smaller scale in the future. The committee were asked to support their conclusions, which was duly given. It was regretfully acknowledged that the project couldn’t go forward in its present format. |

Proposed Traffic Calming Measures |
|
Edgar produced a map he had received informing him of the amended proposals for traffic calming measures, along Danescourt Way. The map did not indicate where the speed bumps would be positioned. Edgar will ask for more information. Having made the initial request at a recent meeting attended by the local councillors, the committee were pleased to learn that a pedestrian crossing has been included in the amended plans and should be sited near the shops. It was agreed that ideally there should also be an additional crossing near the park. |

Ray reiterated the view he expressed at the last meeting that the plans for a 20mph speed limit along Danescourt Way should be operational throughout the estate. Ray asked for the support of the Association in his campaign to request a 20 mph limit be imposed throughout the estate. A brief discussion took place regarding the practicalities and necessity of implementing these measures. It was agreed that the committee could not lend it’s support to Ray’s proposal. |

Planning Applications |
|
Sue P had received two small planning applications. |
|
Jan confirmed that an appeal has been lodged against the decision not to give planning permission to build a number of homes on Radyr Court Road. The appeal takes place later this month, with those residents objecting to the proposed development receiving support from their local MP and councillors. |

Correspondence |
|
Jan had received a letter of confirmation from Cardiff County Council regarding the use of Matthew Walk for the festival on 02 July 2005. The Council have requested insurance details be provided. Sue P received a response from the council regarding plans to erect a telephone mast. |

|
Discarded Bottles/Glasses on Radyr Court Road |
|
Kevin informed the committee that he had spoken to the Landlord of the Radyr Court Inn regarding the issue of discarded bottles/glasses outside the pub and the suggestion that plastic glasses be used for drinks taken outside. The landlord was very supportive of the idea and stated that he had already put plans in place to use unbreakable plastic glasses. |

Sue D and Gill confirmed that the newsletter should be ready for distribution shortly. Revenue raised from advertising should be around £2,000. Jane had already received £700 in payment for adverts. The committee thanked Sue D/Patric and Gill for their efforts. |

|
Telephone Mast |
|
Sue P had received a response to her letter regarding a planning application for a telephone mast on Danescourt Way. The e-mail communication stated that the application site falls outside the specified boundary of the Association and this was the reason notification was not received. Edgar offered to write to the Officer concerned at Cardiff County Council informing him of the error. |

Sue D mentioned that some of the contact names for members of the association have not been updated on the website and suggested Donna be contacted to notify her of the changes. |

|
Festival |
|
Jane requested books and bottles for the stalls at the festival and cakes to be sold in the church hall. A digital camera has been purchased as first prize for the raffle, the cost of which has been covered by a donation from John Williams Estate Agents. She also asked for volunteers to help on the day. Larry offered to arrange the ambulance and Jan is awaiting a response from Councillor Sheppard regarding the closure of Rachel Close. It was agreed that the sub-committee would meet on Tuesday, 21 June to discuss the arrangements in more detail. |

Hospital Bus Service |
|
Larry was pleased to confirm that there were plans to run a bus service to the University Hospital of Wales, once funding has been arranged. Hopefully it should be operational around September and will cover Danescourt Way, Fairwater, Ely and Whitchurch. Thanks were expressed to Larry for his efforts in securing this service. He asked people to make use of the service – “use it or lose it” |
