The teletext command was started at 00:09:23, so the output starts with the film in progress. The PDC packets are broadcast every second or so, but the -z option shows only changes (separately for each LCI).

LCI stands for "label channel identifier". It allows information for more than one programme to be interleaved (eg. for the current and the next programme). If not shown, LCI:0 was broadcast. PRF stands for "prepare to record flag".

The code "15/00 31:63" is odd. If it were "00/15 31:63", then it could be interpreted as "timer-control", much as "continuation" is. According to this, Channel Five uses timer-control for their hourly news bulletins. I wasn't watching to check that there was a bulletin at 16:56 (they aren't scheduled).
