1.16 Land for a university campus and development at Coate

Policy DS3

An urban extension site of approximately 196 hectares is reserved for the provision of comprehensive major development at Coate, as shown on the Proposals Map. Proposals will be permitted where they:

a) provide a site off not less than 60 hectares for the provision of a university campus, to include student accommodation, provided that facilities are complimented by a presence in the central area and are additional to those already established at the Oakfield campus;

b) provide a level of dwelling provision that is commensurate with the requirements at Policy H3, including within the affordable element (set out at Policy H10) an element of residential accommodation for the hospital and key workers; and

c) include an extension to the Great Western Hospital comprising of not more than 5 hectares adjacent to the existing main building and;

d) provide employment opportunities for Class B1 uses that demonstrate linkages to, and synergy with, the university at a level commensurate with Policy E4; and retail opportunities in accordance with Policy S13.

All proposals must demonstrate how they relate to other elements of the development and in addition;

e) provide sustainable transport links that integrate with the existing urban area and especially the central area and Great Western Hospital;

f) incorporate open space networks that link the urban area to the adjacent countryside in accordance with Policy ENV21;

g) protect, enhance and integrate features of natural, historic or environmental importance, including off site mitigation measures, where appropriate, where it can be demonstrated that protection or enhancement cannot be achieved on site;

h) include a buffer zone to the Coate Water Country Park which is of a sufficient size to provide an appropriate level of protection to wildlife interests and maintains the setting to the SSSI;

i) provide an appropriate scale and range of formal and informal sport and recreation areas, in accordance with Policy R5; and j) provide an appropriate scale and range of community facilities to meet defined needs and meet the range of necessary requirements which would be expected to be secured through section 106 agreements listed in Appendix 3.

Policy H3

Within the NDA3, provision is made to construct about 5500 new dwellings by 2011. As a supplement to the development at the NDA3, and to opportunities in the existing urban area, provision is made to construct about 1950 new dwellings at the Southern Development Area (SDA) and 1800 dwellings at Coate.
