Here is an extract from the foreword of the Plan itself:
This document is the Revised Deposit Draft of the Swindon Borough Council Local Plan 2011, which represents the second statutory stage in the production of a new Local Plan for the Borough. The Local Plan contains policies and proposals covering all land uses in Swindon (excepting Minerals and Waste), which will assist in determining planning applications and facilitating new development proposals throughout the borough, for the period to 2011.
The Revised Deposit Draft has been published for consultation with the public, Government departments and agencies, local councils, statutory undertakers and other providers of service and community infrastructure and relevant representative bodies. Under the terms of national planning guidance, consultation is limited to changes made since the First Deposit Draft was published. Unchanged parts of the Plan are excluded at this stage, but objections made at the First Deposit Stage will stand for consideration at Public Local Inquiry. Changes made are shown as follows:

But beware! The Plan is very long document, and in its on-line form is probably one of the least accessible web sites I have ever seen. Rather than publish the text of the document, they have published what appear to be scanned images of printed pages of the document. This effectively prevents the use of any search facilities (either the web browser's Find option, or web-based search engines) for locating references to keywords, defeating one of the key objectives of publishing information in an electronic format. It also means the pages take longer to download than they would if the text was published as HTML. As a result, the casual surfer would probably get bored and surf somewhere else before they realise that this latest version of the plan includes a sudden re-drawing of the boundaries of the Swindon urban area to include a large area of greenfield land between Coate Water and the A419.
