Fleet Admiral Joseph Manz of the European Space Force is surrounded by rumors. Some say that he has a photographic memory and never writes anything down. Others say that he keeps better notes than the official Council Secretary, filling up an entire notebook at every meeting. He supposedly is everything from a quiet recluse with little influence to a secret power controlling the Council. In short, he is an enigma.

Of course, there are several facts that members of the Council have noticed. Admiral Manz keeps intricately detailed notes with many sidebars working out suggestions and inspirations, but he rarely has to refer to them when talking about something. He rarely talks in meetings, although he is very active in writing up plans and proposals. On the other hand, when he feels that he absolutely has to ensure the success or failure of a particular suggestion he will stand up before the council and argue his point for two hours straight and with great emotion. He has power because he so rarely wields it.

The truth is that Joseph Manz is a very clever and careful strategist. He acts as he does because he knows that anyone seen as having too much power in the Council will be removed for diplomatic reasons. He truly cares about the outcome of the war, but he isn't going to argue the small details. Better to save his strength for the big battles. He is very logical and unemotional, although when his emotions can aid his cause in a speech he allows them expression. In the end, he is probably one of the three most powerful members of the Council, and one of the most brilliant.
