1) Select all and copy the outlines.
2) Make a new channel and paste the outlines into it.
3) Go back to layers and delete the original outlines.
4) Load the outlines as a selection.
5) Setting Paint Bucket tolerance to 255, fill the outlines with colour.
6) Leaving the outlines selected, make a new layer.
7) Fill the outlines on the new layer with black.
8) De-select outlines and re-set Paint Bucket tolerance to 111.
9) Save file.
