/?ONOFFQUERYThe BRIGHTBG command controls the bright background flag for the current console.
The bright background flag controls how a specific bit in the attribute bytes of character cells is interpreted. With the flag off, the bit when set causes the character in that cell to flash on and off. With the flag on, the bit when set causes the character in that cell to be displayed with a bright background colour.
Character flashing is done by the display adapter hardware itself, and is only available when the display adapter is in text mode. The display adapter hardware provides no hardware flash support for when it is in graphics mode. When a windowed console is displayed, the display adapter hardware is in fact in graphics mode. Only when a full-screen console is displayed is the display adapter hardware actually in text mode.
