The Government has launched a landmark code of best practice for consumer offsetting products. The Code will be backed by a quality mark.

Emissions offset through accredited products will be calculated consistently and correctly, and consumers will be provided with clear information and transparent prices.

As a starting point, the Code would only cover offsetting products using Kyoto-compliant credits initially.

However, the Government recognises the efforts of the industry so far to develop different standards for Voluntary Emission Reductions (VERs), and is encouraging the industry to come together and agree a standard for VERs.

The number of births in England is rising, and to continue to ensure that expectant mothers and babies are provided with the best possible care, the government intend to increase the number of midwives in the NHS around 4000 by 2012.

To help recruit more midwives we will give former midwives a ‘golden hello’ to help them return to work after a break in service. Together with the Royal College of Midwives (RCM) I will launch a targeted Return to Practice campaign in the summer, with incentives including free training, support with finding childcare and travel costs plus a grant of up to £1,500. The total value of the package will be around £3,000, which includes free training.

This announcement is a key part of our plan to make the NHS more personal and preventative.  Midwives have a key role in improving the health of pregnant women and newborn babies, through anti smoking advice, breast feeding support and diet advice.  With appropriate staffing and the right skill mix the NHS, will also be able to offer a more personal pre and post natal service tailored to the needs of the individual mother and baby.

We are also working closely with Strategic Health Authorities  on a detailed analysis of the midwifery needs in every area of the country.  This will enable SHAs to refine our delivery plans at the local level.

The Healthcare Commission's survey into recent mothers’ experience of maternity services, published in November 2007, shows that overall 89% of women are satisfied with the maternity care that they receive.  Thanks to the skill and expertise of our midwives and doctors, the UK remains one of the safest places in the world to have a baby.

Offsetting is a way of compensating for emissions produced with an equivalent carbon saving, lessening the impact of a consumer’s actions. Consumers can offset a particular activity, such as a flight; their emissions over a period of time, such as their annual car mileage; or across their entire lifestyle or business, including all of the gas and electricity they consume and their emissions from transport.
