This image appears to be a CIA drawing and so a “U.S. Government work” and, hence, not copyrightable, an inference supported by this fact: None are permitted access to Diego Garcia, except U.S./U.K. officials, their civilian employees (mainly Filipinos) and contractors, an occasional expert tolerated for a specific task, and a tiny miscellany confined, by force, to a reception area.
