Introduction:
I decided to attempt this after running different numbers and basically wracking my brain for an untold number of hours. A bit of twinking is good now and then, and so I decided to actually go through with it. Figured I might as well share this with you in case you had the urge to do something like this yourself (it takes time) or had any other tricks to share.

I'll do my best to take you through the process and explain and summarize where needed.


Problems:
The key to managing this is casting Bulk Trader (456 PM/418 SI), which - naturally - is more than a little difficult at level 23. Things that make this difficult are:

-The actual requirements (456 PM/418 SI)
-The NCU cost (30)
-The Nano cost while in FP:Trader (edit: it's 755, not 906, which makes this a hell of a lot easier - oops!)

Add to the last point that my Agent is an Atrox, and you find yourself in a bit of a tight spot. When I started I think he had something like 380 nano.


Items:
To do this you'll need a plethora of different boosting items. Some are hard to come by, some are expensive, and others are just plain old items that happen to be useful.

-Guardian Circuit Board
--This item comes from the Temple of 3 Winds. I'm sure you all know of it. The item is a pretty much 100% drop from the Guardian of Tomorrow in the future wing (take a hard right after the Defender of Three). People are usually there killing him as he spawns, looking for that elusive Guardian Tank Armor, so you can do as I did, just run in behind a good team, and hang out in there until you've looted a belt. Most people will have no problem with you taking it, as they're sure to have it themselves. As you can see from the description, it adds +70 Max Nano and +15 NCU. It is a 5-slot belt.

-OT Windchaser Mother of Pearl
--This rifle is missionable, so fire up clicksaver and look for it in its QL range, which is 41-49. It adds +3 NCU, +10 Intelligence and +25 Max Nano.

-Soft Flesh Hood
--This item is made by using a PPPE (Soft) on a Monster Part. It adds twice the QL in max nano and AC. This QL41 version adds +81 Max Nano.

-Carbonum Armour
--This armour starts adding 3 NCU per piece starting from QL44, so that is what you'll want. I only used 6 pieces of this because of the Soft Flesh Hood, so I got +18 NCU and +120 Max Nano from this set of 6. It is made from Carbonum Sheets you can get in the Armour Components vendor in stores.

-Salesman’s hat
--This hat adds +5 to Comp.lit, and can be bought from the Hat vendor (Zoftig Blimp if I rememeber correctly) in Hope.

-Pioneer backpack
--This item was given to people who signed up for AO back when it sucked You can usually buy it from around 15-25m, and it is useful for its +150 boost to Tutoring.

-Computer Literacy Tutoring Device
--This tutoring device, at QL35 is equippable with no IP investment (Tutoring requirement is 175, which is easy with a pioneer), and adds +9 Comp.lit for 40 seconds when used. It can be bought from Book vendors in stores.

-Ring of the Nucleus Basalis
--This ring drops off Eumenides in the subway dungeon. He is easily solable by a twinked character, moderatly well equipped pet professions or by a nontwinked team. It adds 20 NCU and is Right finger only. It can also be bought for 1-2m on the shopping channels.
--Note: Though this does max out permanently at 20 NCU and 422 treatment, it reaches 20 NCU at 405 treatment. So that would be the optimal time to stop levelling the ring.

-Notum ring of the Three
--This ring drops off Exarchs in the Temple of 3 Winds. It adds +6 NCU +2 to PM/SI, and some other stuff that isn't important as of now.

-Tsakachumi PTO-HV.2 Counter-Sniper Rifle
--This rifle is missionable, and starts giving +20 to Agility at QL40. It is necessary to equip QL70 implants.

-Concrete Cushion x2
--Very well known buffing item. The two of them add a combined +16 to str/sta starting at QL10, and are necessary to equip QL70 implants. You can buy a pair for around 250k on the shopping channels.

The Initial NCU
To get your PM/SI high enough to cast Bulk Trader, you'll need tons of buffs. 228 NCU to be exact.

In order to get that much, you'll need to go scouring the Superior shops for QL119ish NCU memory. These cost about 190K each to buy from the vendor, and with the recent mission change, these are no longer blitzable, which is a shame. QL119 NCU memory requires 279 Comp.lit, and add 32 NCU per chip.

So that leaves us with:

Buffing into these implants:
You'll need to get a fair few buffs, but don't worry, you have 230 NCU to fit them in, and that's plenty.

*to equip Mother of Pearl and Tsakachumi rifles (you are an agent. Substitute for larger buffs like UA/TTS and a wrangle if you’re a trader or a non-rifle agent)

Use the Tsakachumi rifle for agility and the Concrete Cushions for stamina.

As you may have noticed, the waist implant is QL50, but that's because it's Sense based, and I really needed it for the added nano.

It's not all fun and games though, you'll need to follow a reasonably simple approach to doing this that relies mainly on good timing, as both the wrangle, your ransack and the eventual Comp.lit buff have relatively short durations. So find a good time you're not lagged, because if you fail and went too far, you'll have lost your Guardian Circuit Board.

How to proceed:

Make sure you have 1) The 6-slot belt handy in your inventory, 2) 5 free spots in your inventory.

01). Get PM/SI Mochams from a friendly MP
02). Buff yourself with SI Expertise
03). FP:Trader
04): Get Lend Nano: 250
05): Get Premium Wrangle
06): Ransack a leet or reet, depending on mood (+47 Ransack)
07): Run Bulk Trader
08): Cancel SI Expertise
09): Cast Comp.lit expertise
10): Swap the Comp.lit hat in (If still short)
11): Use the tutoring device on yourself (If still short)
12): Delete the GoT belt (while it’s still equipped)
13): Watch your NCU plop back into your inventory
14): Equip the 6-slot
15): Dance


Yep

There it is. Pretty intricate, but worth doing for the hell of it. Have fun trying
