I equipped a kick on at level 100, and this is kinda how I did it:

Skills that need to be maxed:

Weapon Skills: [These are the skills that kick pistol requires to equip]
Pistol
Shotgun
Burst

Abilities: [These abilities are what shotgun, pistol, burst, and fling are partly based on]
Strength
Stamina
Agility
Sense (Optional, may need to be raised for a few points in pistol)

Nanoskills: [You need to have enough SI and PM to cast the 2nd pistol buff: Ballad of the Desperado
Sensory Improvements
Psycho Modifications

Fling shot only needs to be raised high enough so that you can equip the gun with fling shot expertise (+20) and offensive steamroller (+30).

Implants:

At level 100 I used QL185ish implants, but depending on the implant the QL varied.

- Implant pistol in: Right Wrist (Shining), Right Hand (Bright), Eye (Faded)
- Implant burst in: Right Arm (Shining), Right Wrist (Bright), Right Hand (Faded)
- Implant shotgun in: Waist (Faded)
- Implant fling shot in: Right Wrist (Faded)
- Implant psycho modifications in: Head (Shining)
- Implant sensory improvements in: Eye (Bright), Chest (Faded)
- You could also include agility, strength or stamina ability clusters in your implant scheme.

Buffs:

These buffs may/may not be required, but here is a list of everything you could possibly need.

Pistol
Pistol Expertise (+20)
Extreme Prejudice (+110)
Wrangle (+132)
Ballad of the Desperado (+65)
Candy Cord (+3/ea) (2 can be equipped)

Shotgun Ebony Figurine (+10, could be considered an exploit, as the item is bugged)

Minor Suppressor (+7)

Ballad of the Desperado (+9)
Candy Cord (+3/ea) (2 can be equipped)

General/Profession's Ability buffs can also help you get a few extra points of the skill you need.

If you do all this (ergh) you should be able to equip at Kick Pistol on a level 100 adventurer and not be OE.
