The original program that Stewart created in 1997 has had two upgrades and both can be downloaded here.

The first upgrade (original version) was a simple one of changing the map. The original map was designed for PBM zines and was not suitable for websites. The second upgrade (new version) was created to help those GMs who like to colour in the units each season.

All the downloads are zip files and you will need Winzip or similar to extract the files.

Original Version

It needs vbrun300.dll which might not be present on your computer (it's on mine for another program) so can be downloaded here - 224KB. Place vbrun300.dll in C:\Windows\System

New Version

This can be downloaded from here - 255KB

The differences between the New and Original versions are a newer dgmwin.exe and an extra file; default.clr, and the New version doesn't need a couple of files. The new version will colour in the units for you.

default.clr has to be copied into the same folder with the game files (the folder where you create a new game when asked for the name of the game, which is the same folder that you go to when you open a game into the adjudicator). If you place your games in different folders then you'll need a copy in each. This file contains the code to show the colours of the units. This is the only file that needs moving after unzipping dgmwin.zip but note that if you create your new games in the same folder as the Adjudicator program then you don't have to move anything.

The new version also needs Msvbvm60.dll (685KB) and Comdlg32.ocx (61KB) that do not come with Windows. These can be placed in C:\Windows\System or left in the Folder you unzip the Adjudicator into.

One GM found that the program still wouldn't run because he had an older version of a required file. I believe all these are part of Windows so if the program doesn't run you can check your version in C:\Windows\System with the version I have uploaded. Right click on your file and select Properties and then Version.

Upgrade

If you have the Original Version and want to upgrade then download the upgrade here (80KB). This contains the new Dgmwin.exe (to replace the original) and default.clr - remember that you probably need to move the latter. And you'll need the files mentioned above.

Run Time Error 53

This is the most common error I'm asked about. default.clr must be copied into the same folder that you create your new game in. The same place that you saved the game.

Bugs

Neither version of the adjudicator is without its fair share of minor bugs in the adjudication routine.

• When you View Map after hitting the Adjudicator button and during the builds/disbands a bug sometimes occurs. The adjudication will be correct but the map might be wrong with one unit missing and another seemingly at random added. And if so the units for the next season will reflect this error. Sometimes this is not spotted until the GM inputs the nest season's moves. You have to adjudicate again without using View Map.
• Supports are always cut by convoyed armies regardless of whether the convoy fails. For example, English F(ENG) C A(Lon) - Bre, F(MAO) H; French F(NTH) S F(Bel) - ENG, F(Bre) S F(Por) - MAO: France dislodges F(ENG) but not F(MAO) because the adjudicator thinks A(Lon) cuts support from Bre.
• A province left free due to a failed convoy, in which no stand-off has occurred and which is unoccupied at the end of the turn, is not considered valid for retreats. For example, English F(NTH) C A(Lon) - Bel, A(Pic) S A(Bur) - Ruh; German F(HEL) S F(SKA) - NTH, A(Ruh) H: England's F(NTH) is dislodged so Lon-Bel fails, leaving Bel unoccupied, but Germany's A(Ruh) may not retreat to Bel.
• A unit, T, is allowed to cut the support of a foreign unit, U, supporting an attack into the originating province of T if T is convoyed. For example, Russian A(Con) S F(BLA) - Bul ec; Turkish F(AEG) C A(Bul) - Con: Turkey cuts support from Russia's A(Con) and so remains in Bul, violating the rule that a unit cannot cut support into its originating province.
• The program does not allow multiple convoy routes, regardless of whether one or more is dislodged. For example, Italian F(WMS) & F(GoL) & F(TYS) C A(NAf) - Tus: the convoy fails. This occurs here even despite the possibility of convoying across all three (NAf-WMS-GoL-TYS-Tus or NAf-WMS-TYS-GoL-Tus).
• Under certain circumstances the adjudicator will move two units to the same place or adjudicate wrongly in some other way when dealing with interrupted circular moves. For example, Turkish A(Ank) - Sev, F(BLA) - Con, F(Con) - Bul ec, F(Bul) - Rum, F(Rum) - BLA; Russian A(Ukr) S A(Sev) - Rum: Turkey AND Russia get into Rum! The cause is unknown.
• A province left free due to a stand-off is considered valid for retreats if the units that caused the stand-off in that province are themselves dislodged or disbanded. For example, Austrian A(Gal) - Bud; Italian A(Ser) - Bud; Russian A(War) S A(Ukr) - Gal, A(Bul) S A(Gre) - Ser: retreats to Bud are allowed for A(Ser) and A(Gal).
• If more than one unit is ordered to retreat to the same space, they are disbanded with no explanation of where they tried to retreat to and why they were disbanded.
• In the old version, if you switch away from the program while the Order Entry dialog or similar is displayed and then switch back, the dialog will be hidden. Press <Alt+Tab> to re-display the dialog.
