What Does The Town Council DO?

What does the Town Council do?  How much time would I need to give?  What do I get out of doing this?

Hatfield Town Council owns or leases the following:

Kennelwood House
Birchwood Leisure Centre and Playing Fields
Roe Hill Hall and Playing Fields
Oxlease House Day Centre. This is run by a management committee.
Lemsford Hall and Playing Fields
Newgate Street Village Hall and Playing Fields. The hall is run by a management committee.
Various open spaces and play areas throughout Hatfield including Centenary Park, St Albans Road East Park and the War Memorial.
A depot at Hilltop.

The Town Council employs a number of people equal to 25 full time equivalents.
They are employed at:
Leisure Staff
Birchwood Leisure Centre, Roe Hill Hall and Lemsford Hall.

Grounds Maintainence
Which maintain the playing fields and open spaces.

Administration
At Kennelwood House which runs the operations and at which the Council meets.

But what does the Town council actually do?
If runs and maintains the above facilities. The Town Council also organizes various events around the Town, such as: Hatfield Festival, Family Funday, Twinning, After School Club, School Holiday Events and more.
