Borough of Cambridge Council Minutes, 1928-36

18 December 1928
The Town Clerk submitted a resolution of the General Purposes Committee together with a letter from the Air Ministry with regard to the establishment of a Municipal Aerodrome, and the Borough Surveyor reported that this matter would receive attention when the Cambridge and District Town Planning Scheme was under consideration.

They …… considered correspondence with the under-mentioned with regard to a survey and report as to the most suitable site for a Municipal Aerodrome within the area of the Cambridge and District Town Planning Scheme.

Cambridge County Council Minutes and Proceedings - Sale of Elfleda Farm - 03 March 1934 Fen Ditton
It was RESOLVED, on the motion of the Chairman of the Small Holdings and Allotment Sub-Committee (Counc. E.C. Fordham):-

Public Works and Town and Planning Committee - 20 March 1934
It was reported that Mr Marshall had recently purchased from the County Council “Elfleda Farm”, adjoining and lying to the south of Newmarket Road, for an extension of his aerodrome and the Borough Surveyor stated that the land in question was zoned under the above Scheme for residential dwelling, and that the Ring Road was planned to pass through the land in question.

That the County Agricultural Committee be authorised to sell Elfleda Farm, Fen Ditton in the County of Cambridge containing 73 acres, being part of the Council Small Holding Estate for the sum of eight thousand five hundred pounds.

Cambridge (East) Town Planning Scheme 1927 - 11 April 1934
The Town Clerk submitted a letter from Mr.A.G.G. Marshall of Marshalls Flying School Ltd; intimating that they propose to carry out certain improvements to their aerodrome off Newmarket Road, and had recently purchased Elfleda Farm adjoining, through which land the proposed road No, 7, which would vary the site of this road to a more easterly position so as to enable them to take full advantage of the land aquired.

The Borough Surveyor reported and stated that the whole of the land in question is zoned under the above Scheme for dwelling houses and other residential buildings. Further, that it would not be practicable to modify the position of the proposed road No. 7, as requested, as it would be necessary to link up to this road with the road proposed to be constructed under the Cambridge and District Town Planning Scheme which would involve modifications of the Cambridge (East) Town Planning Scheme by planning road No,7 at its northern end on a more westerly site, than that provided by the Scheme.

After consideration it was RESOLVED that Mr. Marshall be informed:-
(A) That the Committee cannot agree to any modifications involving variation of the site of the road to and easterly position, and that it will be necessary in future to take steps to modify the Scheme by altering the position of the road to the west.

(B) That it must be appreciated that the Cambridge (East) Town Planning Scheme 1927, contemplates the ultimate development of this area for residential purposes, and that the Corporation must have regard to this if any proposals are made to them for developing the aerodrome.

Public Works and Town Planning Committee - 23 July 1935
The Council considered an application from Messrs. Marshall’s for the scheduling under the Cambridge and District Town Planning Scheme as an aerodrome of certain land recently purchased by them at Teversham Corner, Newmarket Road.

RESOLVED that the application be not acceded to.

15 August 1935
The Council considered an application from Messrs. Marshall’s Flying School for the scheduling as an aerodrome in the Cambridge and District Town Planning Scheme of certain land purchased by the Company  at Teversham Corner, Newmarket Road.

RESOLVED that the application be not acceded to.

Cambridge and District Town Planning Scheme - Site for an Aerodrome - 24 September 1935
Your Committee beg to report that the Special Sub-Committee have conferred with Messrs.Marshall’s upon this matter, that negotiations are in progress which it is hoped will lead to a conclusion satisfactory to all interests concerned, and your Committee will report further as soon as we are in a position to do so.

4 November 1935
The Town Clerk reported that in connection with the proposed agreement between the Corporation and Marshalls Flying School Ltd; as to the aerodrome site at Teversham, the Company had asked that the agreement should contain provisions as follows:-

(1) That the Corporation should make the application for the diversion of the footpath at Teversham in the event of the Air Ministry deciding it to be necessary, the Company to pay the costs.

(2) That the Company should be permitted to erect the requisite buildings on the site to enable them to carry on any business properly carried on at an aerodrome for the convenience of persons resorting there or any subsidiary business certified by the Air Ministry to be ancillary to any aerodrome.

The Town Clerk said that draft clauses would have to be prepared with safeguards for the Corporation bearing in mind the Corporation option to purchase the aerodrome and reported as to such safeguards.

RESOLVED that the request of the Company be acceded to and that provisions be made in the agreement on the lines indicated by the Town Clerk, as subject to (1) above to the Corporation being legally entitled to make the application,


15 December 1936
Aerodrome at Teversham. The Borough Surveyor reported upon plans forwarded to him by Chesterton Council for the construction by Messrs. Marshalls Flying School Ltd; of hangars, garages, control towers, and hotel adjoining Newmarket Road.

RESOLVED that the plans be approved for town planning purposes.
