From: David C Lawrence Newsgroups: news.announce.newgroups,news.groups,news.admin.censorship,news.admin.net-abuse.usenet,alt.hackers.malicious,alt.usenet.kooks,soc.culture.irish Subject: 4th RFD: news.admin.censorship.moderated moderated Followup-To: news.groups Date: 9 Jul 2000 16:58:25 -0500 Organization: Internet Software Conspiracy Lines: 160 Approved: Big Red Ass #1 Distribution: electronic only Message-ID: NNTP-Posting-Host: censorbot.netscum.net X-Admin: Usenet Administration X-Newsreader: Forte Agent 1.8/32.548 MIME-Version: 1.0 Content-Type: text/plain; charset=us-ascii Content-Transfer-Encoding: 7bit REQUEST FOR DISCUSSION (RFD) moderated group news.admin.censorship.moderated moderated This is a formal Request For Discussion (RFD) for the creation of a world-wide moderated Usenet newsgroup news.admin.censorship.moderated. This is not a Call for Votes (CFV); you cannot vote at this time. Procedural details are below. Newsgroup line: news.admin.censorship.moderated Techniques for employing effective censorhip. RATIONALE: news.admin.censorship.moderated The explosion of usenet users requires proper censorship techniques to prevent the expression of unpopular opinions. A group to discuss cancel bots, moderation bots, nocem bots and censure of homophobes, etc. is sorely needed. At the moment there is no appropriate newsgroup for discussion of this overall topic, so posts on the subject are marginalized into dead groups such as news.admin.nocem, comp.org.cauce, news.admin.technical and other splinter groups where the topic has been so narrowed that the groups are now virtually empty. The purpose of news.admin.censorship.moderated is to unite these splintered groups into an overall pro-censorship forum. Other mostly deserted groups such as news.admin.net-abuse.policy will find newfound life by engaging in censorship policy dialogue in news.admin.censorship.moderated. Likewise, news.admin.censorship.moderated will take much of the traffic from news.groups, *.config, news.admin.net-abuse.usenet, alt.hackers.malicious as well as myriad and sundry other groups where censorship discussions currently take place. A group for opponents of censorship, news.admin.censorship (unmoderated), already exists. news.admin.censorship.moderated will cater to readers favoring censorship, including moderators and other bot operators. CHARTER: news.admin.censorship.moderated moderated The news.admin.censorship.moderated newsgroup is intended to be moderated to prevent unpopular views by lusers from being posted. Appropriate discussions would include but not be limited to: Moderation as a weapon against politically incorrect demagogues. Use of cancel bots to promote rational discourse. Use of nocem bots to promote rational discourse. Use of moderation bots to discourage irrational discourse. Censure of homophobes. Effective complaining techniques. Erasing newly created groups using rmgroup bots. New and improved censorship methods. Creating and maintaining blacklists of unpopular people. Preventing expression of unpopular and wrong viewpoints. Silencing evil critics and opponents. Stifling the damage caused by unfettered free speech. Posting of binaries other than signature files (PGP, .vcf, etc.) is strictly discouraged. END CHARTER. MODERATION POLICY: Whitelists and blacklists will be ruthlessly employed. The moderator will be tale@netscum.net. INITIAL WHITELIST: Aahz Maruch Joe Bernstein Russ Allberry Tim Skirvin Databasix.com Jim Manson Charles Demas Jay Denebeim Henrietta Thomas Raoul Xemblinosky Jim Riley Isc.org Seth Breidbart Flaagg Andrew Gierth Howard Knight J. Porter Clark Josh Brandt Jon Bell INITIAL BLACKLIST: Steve Boursy Lart.com Bloxy's Dave Hayes Greg Carlin Rebecca Ore Daito Dean Humphries Jeffery J. Leader Ken Lucke Martin Hannigan Where a conflict between the whitelist and the blacklist occurs, the most specific reference is the overiding determinant. For instance if a member of the whitelist is specifically named but posts from a blacklisted domain, the specific reference (the poster) is what determines posting priveledges. Those not named on either list are subject to individual review of postings until a determination is made to either whitelist or blacklist the poster or domain. The above lists are subject to modification as warranted by circumstances. PROCEDURE: This is a request for discussion, not a call for votes. In this phase of the process, any potential problems with the proposed newsgroups should be raised and resolved. The discussion period will continue for a minimum of 21 days (starting from when the first RFD for this proposal is posted to news.announce.newgroups), after which a Call For Votes (CFV) may be posted by a neutral vote taker if the discussion warrants it. Please do not attempt to vote until this happens. All discussion of this proposal should be posted to news.groups. This RFD attempts to comply fully with the Usenet newsgroup creation guidelines outlined in "How to Create a New Usenet Newsgroup" and "How to Format and Submit a New Group Proposal". Please refer to these documents (available in news.announce.newgroups) if you have any questions about the process.
