The latest statement from the Department of Health on the use of 084 numbers was made earlier this week:

 

"GPs should consider using the 03 numbering range introduced earlier this year. Calls to these numbers cost the same as a geographic call regardless of what type of line the call is made from. They can also be included in inclusive or low-cost call packages. We do not expect GPs to break existing contracts, but they should not be entering new ones that would involve patients being charged more than for a local call."
