The covenant of Ark

To promote the definition of  Primary Second Sentients to be any creature that can obey one hand less the thumb of commands or more.
This is 4 or more in number.
Any such creature may not be used as human food.

To promote the definition of Major Second Sentients to be any creature that can obey two hands less the thumbs or more of commands.
This is 8 or more in number.
Any such creature should be granted rights in line with the Declaration of Human Rights.

To establish connections with all agencies that will promote this covenant and establish the full list of all Primary and Major Second Sentients on Earth.
