Derek Carver's tweaks to La Citta

I have moved the Feeding of the people to before the Voice of the
People migration.  As the game was it was impssible to legislate
for the number of mouths you had to feed and I've seen players
sitting for about 10 minutes trying to work through all of the
possibilities.  As Stuart Dagger and I agree, that if neighbours
want to come to your city because they prefer your statues they
have to bring their sandwiches with them.  You'll feed them next
year.

Also we found that one gold for each mine didn't really make them
worth spending actions on building.  Thus we increased it with
success to 2 gold - although we left it at 1 if you follow the
set-up book, which is far more favourable to each city.

The other one is that all of the Action Cards are collected up
and redealt each year.  Without this certain unpopular ones
simply sit there and clog the system.
