Carnival Hall Re-opens back to index

Carnival Hall re-opened on 24th January 2004 following a successful bid by the Basingstoke Hindu Association to take over the running of the venue. The Association approached Labour Councillors with a view to taking over the Hall, and following a competitive tendering process were awarded the contract for looking after the Hall.

Carnival Hall is famous for having one of the best dance floors in the country for a hall of its size. This led to intensive lobbying for its restoration by various dance groups, culminating in a strong representation by Senior Citizens at a Basingstoke and Deane Cabinet meeting. The renowned catering facilities are also being restored following their removal by the previous tenant.

Basingstoke and Deane Borough Council have also assisted with essential repairs to the Hall roof and building structure.

Carnival Hall was opened in 1964 by the grandfather of  Labour Borough Councillor Laura James.

Carnival Hall: a chronology

1964 Carnival Hall is built by local subscription on land granted by the 
Municipal Borough of Basingstoke to the Carnival Committee. 
The Carnival Hall is used by a wide variety of groups
including "Darby and Joan" and various Dance Clubs.

1980's
on the winding up of the Basingstoke Carnival, the Carnival Committee gifts the Carnival Hall to Age Concern, the successor to "Darby and Joan". Age Concern sub-let the hall to cover costs.

July 2002 a delegation led by Tory Cllr Harry Robinson asks for Age Concern to be released from its obligations to running the building as increasing running costs are forcing the organisation into debt in spite of grants.

August 2002
The Council receives Carnival Hall in a very poor state of repair.

September 2002
5 out of 6 former sub-tenants express an interest in taking over the building when consulted by the Council. A proposal is put before Cabinet that time be taken to study the sub-tenants' proposals with a view to retaining a community facility on site. This proposal to be agreed on in a cabinet meeting on February 25th 2003.

February 2003 at a Cabinet Meeting of Basingstoke and Deane Borough Council, representations are made to councillors for the retention of Carnival Hall.

April 2003 at a Full Council Meeting of Basingstoke and Deane Borough Council, Rob Donnelly states that the Council is looking to retain the hall provided the necessary repairs can be undertaken for "a reasonable figure". The building could return to public use and should be able to keep going for at least another 5 years.

January 2004 Basingstoke Hindu Society re-opens Carnival Hall after taking over the site and carrying out a substantial re-fit.
