Here the key word indicating an anagram is “repair”.

BERKSHIRE

Could be shirker around county (9)

“Be shirker” could be a county if shuffled around. Personally I find the use of “could” in this clue rather unsatisfactory, but is from a “real” crossword so I have included it as an example of what you sometimes get. Compilers have their off days too, I suppose...

OLFACTORY

Working of coal, try smelling reverse - behold the place of making! (9)

A bit of a stinker this - too much information in addition to the simple anagram makes it much harder to spot. You get the answer by “working” the letters of “of coal try”, but there is a second spelling clue just to confuse things. “Behold” = “lo!” and you reverse it in front of “factory” (a place where making happens) for another way of finding the answer.

ELECTRICITY

Power? Try lice! Cite alterations... (11)

Quite a shocking clue really: alterations to “try lice cite” give you the kind of power you need.

SMEAR

For damage to reputation, point arms out (5)

Here part of the source for the anagram has to be supplied by you from another source before you can solve it. East is a point of the compass. Add that E to “arms” and then respell it (“out” [of order] - common indicator of anagrams) for the answer.
