Introduction

 

The United Order is part of the Everlasting Covenant, the fulness of the Gospel of Jesus Christ. All who desire to enter the Celestial Kingdom will need to prove that they can abide by the principles that govern this sacred organisation. The United Order is an integral part of Zion and a vital preparation for the Second Coming of Jesus Christ. It will remove poverty amongst members of the church and bring the saints together in oneness and unity.

 

After explaining in a parable the need for equality  the Lord stated: - “If ye are not one ye are not mine” D&C 38:27 The Lord has commanded His Saints to be alike: - “And let every man deal honestly, and be alike among this people, and receive alike, that ye may be one, even as I have commanded you.” D&C 51:9. This equality and oneness required by the Lord can only be brought about through the United Order

 

The United Order is patterned after the Order of Heaven and is sometimes called the Order of Enoch because of the example of Enoch in causing his people to live this Celestial Law.

 

All who enter the Order are required to live the Law of Consecration. The purpose of the United Order is aptly described in the following scriptures: -

 

D&C 82:18-19: - And all this for the benefit of the church of the living God, that every man may improve upon his talent, that every man may gain other talents, yea, even an hundred fold, to be cast into the Lord’s storehouse, to become the common property of the whole church- Every man seeking the interest of his neighbour, and doing all things with an eye single to the glory of God.

 

An excellent definition of the United Order is given in scripture: -

 

D&C 78:3-5, 7-8: - “An organisation of my people, in regulating and establishing the affairs of the storehouse for the poor of my people….for a permanent and everlasting establishment and order unto my church, to advance the cause, which ye have espoused, to the salvation of man, and to the glory of your Father who is in Heaven; that you may be equal in the bonds of heavenly things, yea and earthly things also, for the obtaining of heavenly things…….For if you will that I give unto you a place in the Celestial world, you must prepare yourselves by dong the things which I have commanded you and required of you…it is expedient that all things be done unto my glory, by you who are joined together in this order.”

These scriptures alone should be sufficient motivation for the pure in heart to desire live the United Order.

 

President John Taylor commenting on the United Order said:

 

“I cannot conceive of anything more beautiful and heavenly than a united brotherhood…where our time, our property, our talents, our mental and bodily powers are all exerted for the good of all; where no man grabs or takes advantage of another; where there is a common interest, a common purse, a common stock…”

The main purpose for the establishment of a Zion society is to enable the Saints to live the fulness of the Gospel of Jesus Christ which includes the United Order

 

The United Order is one of the essential integral parts of a Zion society.

 

Study the document “A scriptural study of ZionIt is important to realize that Zion cannot be established without the Law of Consecration administered under the United Order. It is only through observance of the United Order that we will receive an inheritance and stewardship in the land of Zion as the following scriptures and quotes testify: -  

 

D&C 105:5: - “And Zion cannot be built up unless it is by the principles of the law of the Celestial Kingdom; otherwise I cannot receive her unto myself. (Footnote for this scripture refers to D&C 104-The revelation on the United Order) 

 

D&C 105:29: - “And to have sent wise men to fulfil that which I have commanded concerning the purchasing of all the lands in Jackson County that can be purchased, and in the adjoining counties round about. For it is my will that these lands should be purchased; and after they are purchased that my saints should possess them according to the Laws of Consecration which I have given”

 

President Wilford Woodruff stated: -

 

“Jesus will never receive the Zion of God unless its people are united according to celestial Law, for all who go into the presence of God; have to go there by this law. Enoch had to practice this law, and we shall have to do the same if we are ever accepted of God as he was. It has been promised that the New Jerusalem will be built up in our day and generation, and it will have to be done by the United Order of Zion and according to Celestial Law.”

It is not designed that the church should live the United Order before the redemption of Zion in Missouri: -

 

“And let those commandments which I have given concerning Zion and her law be executed and fulfilled, after her redemption.”

 

In interpretation of the above named scripture, the following quotations illustrate that we cannot have Zion in its full context in this dispensation outside of the appointed place of Jackson County, Missouri: -

 

“Further implementation of the order must therefore await the redemption of Zion. Here Zion means Jackson County, Missouri.”

“The United order and its attendant laws will not be fully realized until the redemption of Zion (the New Jerusalem). So there would not be any misunderstanding, President J Reuben Clark Jr. defined the phrase “redemption of Zion as follows:

“In the meaning in which the Lord was using the term Zion, the redemption means the reestablishment of the people in Missouri. This has not yet been accomplished”.

When some church members living in Iowa undertook in 1840 to establish the Law of Consecration Joseph Smith advised: -

“The law of consecration could not be kept here, and that it was the will of the Lord that we should desist from trying to keep it; and if persisted in, it would produce a perfect defeat of its object….”

 

The Saints will not be able to live the United Order whilst living amongst Babylon; they will need to become a Gathered People with their own society called Zion.

 

The United Order as part of Zion has been established in previous dispensations. It was introduced by the Saviour in His ministry on both hemispheres.

 

Acts 2:43-45: - “And fear came upon every soul; and many wonders and signs were done by the apostles. And all that believed were together, and had all things common; and sold their possessions and goods, and parted them to all men, as every man had need.”

 

Acts 4:32: “Neither said any of them that ought of the things which he possessed was his own, but they had all things common”

 

3 Nephi 26: 19-20: - “And they taught, and did minister one to another; and they had all things common among them, every man dealing justly, one with another. And it came to pass that they did all things even as Jesus had commanded them.”

 

4 Nephi: 3: - “And they had all things common among them; therefore there were not rich and poor, bond and free, but they were all made free, and partakers of the heavenly gift.” (See also Jacob 2:17; Alma 16:16)

 

When eventually in 200 AD “There began to be among them those who were lifted up in pride, such as the wearing of costly apparel, and all manner of fine pearls, and of the fine things of the world” the United Order failed and equality was cast away: - “And from that time forth they did have their goods and their substance no more common among them, and they began to be divided into classes.” 4 Nephi 24-26 extracts.

 

It was lived in the days of Enoch and the people were taken into Heaven: -

 

Moses 7: 18-19, 21: - And the Lord called his people Zion, because they were of one heart and one mind, and dwelt in righteousness; and there was no poor among them. And Enoch continued his preaching in righteousness unto the people of God. And it came to pass in his days, that he built a city that was called the City of Holiness, even Zion……and lo, Zion, in process of time, was taken up into heaven. And the Lord said unto Enoch: Behold mine abode forever.”

 

Titles of the United Order

 

The territorial and jurisdiction limits of the United Order are set up to coincide with each city of Zion. The United Order in the New Jerusalem will be called “The United Order of the City of Zion”. The United Order in a stake will be called “The United Order of the Stake of Zion, the City of ------. D&C 104: 48

 

The United Order is based on the principle of Equality

 

The United Order is based on the principle of equality which is achieved through the observance of the Law of Consecration as taught in the Doctrine and Covenants. It is a commandment of God for His children to have an equal opportunity and to share their blessings with each other. Heavenly Father has set out the means by which this can be accomplished to fulfil His purposes for the salvation of His children.

 

D&C 51:9: - And let every man deal honestly and be alike among this people, and receive alike, that ye may be one, even as I have commanded you.

 

D&C 70:14: - Nevertheless, in your temporal things you shall be equal and this not grudgingly, otherwise the abundance of the manifestations of the spirit shall be withheld.

 

Grudgingly = be reluctant, hold back, resent, complain, unwillingly

 

D&C 49:20: - But it is not given that one man should possess that which is above another, wherefore the world lieth in sin.

 

D&C 78:5-6: - That you may be equal in the bonds of heavenly things, yea and earthly things also, for the obtaining of heavenly things. For if ye are not equal in earthly things ye cannot be equal in obtaining heavenly things. For if you will that I give unto you a place in the Celestial world, you must prepare yourselves by doing the things which I have commanded you and required of you.

 

D&C 38:24-27: -And let every man esteem his brother as himself….and again I say unto you, let every man esteem his brother as himself. For what man among you having twelve sons, and is no respecter of them, and they serve him obediently, and he saith unto the one: Be thou clothed in robes and sit thou here; and to the other: Be thou clothed in rags and sit thou there- and looketh upon his sons and saith I am just?

Behold, this I have given unto you as a parable, and it is even as I am. I say unto you, be one; and if ye are not one ye are not mine.

 

D&C 82:17-19: - “And you are to be equal, or in other words, you are to have equal claims on the properties….every man according to his wants and his needs, inasmuch as his wants are just.”

 

The above scripture contains the true definition of being equal in the United Order. It is “to have equal claims” or in other words equal standing or equal rights in receiving our portions. Not all however will require the same amount in the management of their stewardship.

 

D&C 51:3: appoint unto this people their portions, every man equal according to his family, according to his circumstances and his wants and needs.

This status of equality in the material possessions of the saints will need to be matched by the feeling of equality in their social and business dealings. Just as there is no room in the gospel for pride from material wealth, likewise there is to be no pride or prestige resulting from cultural social or spiritual abilities. Spiritual snobbishness or ‘better than thou’ attitudes resulting from position or ability are condemned by the Lord: - “And let every man esteem his brother as himself” D&C 38:24

 

The man who is a doctor or entrepreneur is no better than the cleaner or labourer. The manager is equal with those to whom he gives direction. As Brother Sorenson explains in his excellent study “Being Equal in Earthly and Heavenly Power: The idea of Stewardship in the United Order”: -

 

“The relations of power in the United Order are to be uniquely non-hierarchical and non-authoritarian, so that no man rules over another even in a benevolent way.”

God himself lives the law of equality in the Celestial kingdom where His children are made equal in opportunity with Him

 

As we learn to be equal in this life we are preparing ourselves for the perfect equality of the Celestial Glory where Our Eternal Father is willing to share all things with us. The goal in becoming ‘equal in earthly things’ is to eventually become ‘equal in the bonds of heavenly things’. (See D&C 78:5-6)

 

Some of the ‘heavenly things’ that we are made equal in are given in scripture: -

 

D&C 76:95: - And He makes them equal in power, and in might, and in dominion.

 

D&C 88:107: - And the Saints shall be filled with His glory, and receive their inheritance and be made equal with Him

 

D&C 84:38: - And he that receiveth my Father receiveth my Father’s Kingdom; therefore all that my Father hath shall be given unto him

 

The United Order given to us in the Doctrine and Covenants is patterned after the Celestial Order and we can therefore gain valuable insights into how we are made equal with Our Heavenly Father. We will have equal claim on resources from the heavenly storehouse that are available to all for our growth and development in the Eternal World. Heavenly Father will give us access to all knowledge, power, dominion, strength, opportunity, wisdom, truth, materials and property that we require in our several stewardships. We will be required to make a contribution to the good of the whole Celestial society, and to the glory of our God.

 

Under the United Order we receive a portion back from the Bishop sufficient for our wants and needs. Likewise in the celestial Orb we shall receive our portion: -

D&C 78:21-22: - “For ye are the church of the Firstborn, and He will take you up in a cloud, and appoint every man his portion; and he that is faithful and wise steward shall inherit all things.”

 

The Lord explains His way for achieving this equality on the earth-The rich are to share their means with the Poor

 

D&C 104:15-18: - And it is my purpose to provide for my saints, for all things are mine. But it must needs be done in mine own way; and behold this is the way that I, the Lord, have decreed to provide for my saints, that the poor shall be exalted, in that the rich are made low. For the earth is full, and there is enough to spare, yea, I prepared all things, and have given unto the children of men to be agents unto themselves. Therefore, if any man shall take of the abundance which I have made, and impart not his portion, according to the law of gospel, unto the poor and the needy, he shall, with the wicked, lift up his eyes in hell, being in torment.  (See footnote b to v 18- the Law of my Gospel-this refers to D&C 42:30-The Law of Consecration)

 

President Marion G Romney stated: -

The United Order exalts the poor and humbles the rich. In the process both are sanctified. The poor, released from the bondage and humiliating limitations of poverty, are enabled as free men to rise to their full potential, both temporally and spiritually. The rich, by consecration and by imparting of their surplus for the benefit of the poor, not by constraint but willingly as an act of free will, evidence that charity for their fellowmen characterized by Mormon as “the pure love of Christ.” “Is socialism the United Order” by Marion G Romney April 1966 General Conference

 

D&C 42:39: - For it shall come to pass, that which I spake by the mouths of my prophets shall be fulfilled; for I will consecrate of the riches of those who embrace my gospel among the Gentiles unto the poor of my people who are of the house of Israel.

 

D&C 84:112:- searching after the poor to administer to their wants by humbling the rich and the proud.

 

D&C 38:16: - And for your salvation I give unto you a commandment, for I have heard your prayers, and the poor have complained before me, and the rich have I made, and all flesh is mine, and I am no respecter of persons.(See D&C38:25-27)

 

D&C105:3: - But behold they have not learned to be obedient to the things which I required at their hands, but are full of all manner of evil and do not impart of their substance as becometh saints to the poor and afflicted among them.

 

D&C 56:16:- “Wo unto you rich men, that will not give your substance to the poor, for your riches will canker your souls; and this shall be your lamentation in the day of visitation, and of judgment, and of indignation: The harvest is past, the summer is ended, and my soul is not saved.”

 

Jacob 2:17: - Think of your brethren like unto yourselves, and be familiar with all and free with your substance, that they may be rich like unto you. But before ye seek for riches seek ye the Kingdom of God, and after ye have obtained a hope in Christ ye shall obtain riches, if ye seek them; and ye will seek them for the intent to do good-to clothe the naked, and to feed the hungry, and to liberate the captive, and administer relief to the sick and the afflicted”

 

The Saviour taught of the great importance of the rich to giving of their substance for the benefit of the poor as recorded by Mark. A wealthy man who on the surface appeared to be living all the commandments asked Jesus “Good Master, what shall I do that I may inherit eternal life?” Jesus replied: -

“One thing thou lackest: go thy way, sell whatsoever thou hast, and give to the poor, and thou shalt have treasure in heaven” The wealthy man however “was sad at that saying, and went away grieved; for he had great possessions.”

Jesus then commented to His disciples: - “How hardly shall they that have (trust in) riches enter into the Kingdom of God! It is easier for a camel to go through the eye of a needle, than for a rich man to enter the kingdom of God” Mark 10: 17-25 extracts

 

This commandment can only be truly and thoroughly obeyed by compliance with the law given to bring it about-The law of Consecration.

 

Welfare Services-caring for the poor and needy

 

Until we can live the full law of God to bring about equality and remove poverty we are under obligation to help the poor and needy: -

 

D&C 44:6: - Behold I say unto you, that ye must visit the poor and the needy and administer to their relief, that they may be kept until all things may be done according to my law which ye have received.

 

The Disciples of Christ have a covenantal obligation to care for the poor needy and afflicted

 

D&C 52:40: - “And remember in all things the poor and the needy, the sick and the afflicted, for he that doeth not these things, the same is not my disciple.” See D&C 38:35

 

Mosiah 4:16: - “And also, ye yourselves will succour those that stand in need of your succour; ye will administer of your substance unto him that standeth in need; and ye will not suffer the beggar putteth up his petition to you in vain, and turn him out to perish.”

 

Mosiah 4:26: - “For the sake of retaining a remission of your sins from day to day, that ye may walk guiltless before God-I would that ye should impart of your substance to the poor, every man according to that which he hath, such as feeding the hungry, clothing the naked, visiting the sick and administering to their relief, both spiritually and temporally, according to their wants”

 

Mosiah 18:8-10, 27 (extracts) : - “And now as ye are desireth to come into the fold of God, and to be called his people and are willing to bear one another’s burdens, that they may be light; yea and are willing to mourn with those that mourn; yea, and comfort, those that stand in need of comfort…. If this be the desire of your hearts, what have you against being baptised…….and Alma commanded that he people of the church should impart of their substance, every one according to that which he had; if he had more abundantly he should impart more abundantly; and of him that had but little, but little should be required; and to him that had not should be given.

 

The church assists members to fulfil their obligation to the poor and needy through the umbrella of welfare services. This includes the encouragement to pay a generous fast offering, assist in welfare projects, providing counselling services; employment, humanitarian services. We are encouraged to reach out to those in need, to be generous and charitable generally.

 

Through living this commandment to care for the poor and meeting our obligations under the welfare services we are preparing ourselves for the introduction of the United Order. We should be careful however that we do not maintain that this is sufficient and replaces the full law of God. We are not removing poverty or meeting our commitment to be equal before the Lord. The welfare services are a means to an end until the fulness of God’s law is lived.

 

President Marion G Romney of the First Presidency speaking at General Conference stated: -

“Almost from the beginning of my services in Church welfare I have had the conviction that what we are doing in this welfare work is preliminary to the reestablishment of the law of Consecration and stewardship as required under the United Order. If we could always remember the goal toward which we are working, we would never lose our bearings in this great work.”

 

President Romney closed his remarks by saying: -“I pray…That through faithful observance of the principles of tithing, the fats, and the welfare program, we will prepare ourselves to redeem Zion and ultimately live the United Order”

Ultimately we are required to do things according to the full law of God: -

D&C 104:15-16: - “And it is my purpose to provide for my saints, for all things are mine. But it must needs be done in mine own way

 

It is important to note in the above scriptures on equality that as a church we are restricted when we are not living the full law of God-The United Order: -

 

D&C 70:14: - Nevertheless, in your temporal things you shall be equal and this not grudgingly, otherwise the abundance of the manifestations of the spirit shall be withheld.

 

D&C 49:20: - But it is not given that one man should possess that which is above another, wherefore the world lieth in sin.

 

D&C 78:6: - For if ye are not equal in earthly things ye cannot be equal in obtaining heavenly things

 

D&C 38:27: - Behold, this I have given unto you as a parable, and it is even as I am. I say unto you, be one; and if ye are not one ye are not mine.

 

These restrictions apply just as much to members of the church as to the world who reject the gospel because of their riches. There is such a massive inequality in the circumstances of members of the church in their various situations that I feel certain Heavenly Father is displeased with this. It is not sufficient in the eyes of Our Heavenly Father for His children to give a small portion of their great wealth in helping the poor, but He requires nothing less than equality.

 

We have in the church today those who are multi-millionaires and those who live below the bread line. In the April 2001 general Conference Elder Joseph B. Wirthlin said the following:

 

“As an Apostle of the Lord Jesus Christ, I have travelled the world testifying of Him. I come before you today to bear another witness—a witness to the suffering and need of millions of our Heavenly Father's children. Far too many in the world today—thousands upon thousands of families—experience want each day. They hunger. They ache with cold. They suffer from sickness. They grieve for their children. They mourn for the safety of their families. These people are not strangers and foreigners but children of our Heavenly Father. They are our brothers and our sisters. They are "fellow citizens with the saints, and of the household of God.” Their fervent prayers ascend to heaven pleading for respite, for relief from suffering. At this very hour on this very day, some members even in our Church are praying for the miracle that would allow them to surmount the suffering that surrounds them. If, while we have the means to do so, we do not have compassion for them and spring to their aid, we are in danger of being among those the prophet Moroni spoke of when he said, "Behold, ye do love money, and your substance, and your fine apparel. . . more than ye love the poor and the needy, the sick and the afflicted.”

 

Is this state of affairs according to the law and will of God? Without the Law of Consecration there will continue to be great inequality and poverty in the church.

 

Some members are even restricted from obtaining the ordinances of the temple because of their poverty. Can this be right in the eyes of God?

President Howard W Hunter has spoken of the great and eternal blessings that flow from attending the Temple: -

 

“All of the priesthood temple ordinances are essential for the salvation and exaltation of our Father in Heaven’s children…We must accomplish the priesthood temple ordinance work necessary for our own exaltation; then we must do the necessary work for those who did not have the opportunity to accept the gospel in life…What a glorious thing it is for us to have the privilege of going to the temple for our own blessings……….. Let us make the temple, with temple worship and temple covenants and temple marriage, our ultimate earthly goal and the supreme mortal experience.

“All our efforts in proclaiming the gospel, perfecting the Saints, and redeeming the dead lead to the holy temple. This is because the temple ordinances are absolutely crucial; we cannot return to God’s presence without them. I encourage everyone to worthily attend the temple.”

Does that everyone include the poor? Should any be denied the blessings of the temple because of poverty especially when we have multi-millionaires in the church?

 

It is heartbreaking to read stories of humble members who because of poverty cannot attend the temple to receive these essential ordinances.

On the island of Kiribati, in the Pacific Islands area there are 7,877 members (1999), with one stake and a district. President Hinckley briefly visited this area on 26 Jan 2000 where he met with 1,500 members. An article on Kiribati in the Ensign December 2000, illustrates the great need some members have to receive the temple ordinances but who are denied this great blessing because of poverty: -

“In 1984 Tamton and (his wife) Taake were among the first on Abaiang (Kiribati) to join the church. Amid suspicion and persecution, they immediately began helping the missionaries find others to teach…as their faith in Jesus Christ sustains Tamton and his family in times of need, it also comforts them in times of sorrow. Several years ago one of their sons died whilst fishing for octopus. He was only 22, but he suffered a heart attack alone in the ocean Tamton’s eyes get moist as he speaks of his son. “The news broke our hearts,” he says. But then his eyes brighten. “We want him sealed to us.” When Tune was their district president, he taught Tamton and Taake about the priesthood and its power to seal families together forever in the temple. They are eager to go. But with few resources, they have yet to see a temple, let alone visit one. Still Tamton and Taake are trying to find a way.”

Only the United Order can remove these inequalities.

 

The Law of Consecration

 

The Law of Consecration is the commandment of God to bring about unity and equality and is to be observed by all who join United Order. It is a law of the Celestial kingdom requiring that we consecrate (set apart, dedicate) all that we have in property, time and talents to the building up of the Kingdom of God and establishment of Zion. What is consecrated is made sacred and dedicated for a particular purpose. It can never be recalled or used for other purposes without being desecrated.

 

 It was first revealed as part of the law of the church to the Prophet Joseph Smith in Kirtland Ohio in 1831 as recorded in Section 42 of the Doctrine and Covenants

 

Whether we desire to live this law is a test of our faith and our love of God. It tests our willingness to keep all of the commandments of God. The Lord said:-

 

D&C 42:29: - “If thou lovest me thou shalt serve me and keep all my commandments”

The Law of Consecration in which we remember the poor of the church and show our love for God is then revealed as one of the commandments: -

 

D&C 42:30-38: - “And behold, thou wilt remember the poor, and consecrate of thy properties for their support that which thou hast to impart unto them, with a covenant and a deed which cannot be broken.

 

“And inasmuch as ye impart of your substance unto the poor, ye will do it unto me; and they shall be laid before the bishop of my church and his counsellors, two of the elders, or high priests, such as he shall appoint or has appointed and set apart for that purpose.

And it shall come to pass, that after they are laid before the bishop of my church, and after that he has received these testimonies concerning the consecration of the properties of my church, that they cannot be taken from the church, agreeable to my commandments, every man shall be made accountable unto me, a steward over his own property, or that which he has received by consecration, as much as is sufficient for himself and family.”

 

“And again, if there shall be properties in the hands of the church, or any individuals of it, more than is necessary for their support after this first consecration, which is residue to be consecrated unto the bishop, it shall be kept to administer to those who have not, from time to time, that every man who has need may be amply supplied and receive according to his wants”.

 

“Therefore, the residue shall be kept in my storehouse, to administer to the poor and the needy, as shall be appointed by the high council of the church, and the bishop and his council; and for the purpose of purchasing lands for the public benefit of the church, and building houses of worship, and building up of the New Jerusalem which is hereafter to be revealed-that my covenant people may be gathered in one in that day when I shall come to my temple. And this I do for the salvation of my people. And it shall come to pass, that he that sinneth and repenteth not shall be cast out of the church, and shall not receive again that which he has consecrated unto the poor and the needy of my church, or in other words unto me-for inasmuch as ye do it unto the least of these, ye do it unto me.”

We are to consecrate all our possessions by deed to the church and in return receive a portion that is sufficient for the family’s needs and the operation of their business affairs. The family then becomes a steward over the property that is consecrated back and is accountable to priesthood leadership for its management.

Any surplus that is accumulated instead of going into the individual’s saving account is placed in the storehouse for the poor and other church purposes.

 

Additional scriptures reveal more detail concerning the Law of Consecration: -

 

D&C 42: 53-55:- Thou shalt stand in the place of thy stewardship. Thou shalt not take thy brother’s garment; thou shalt pay for that which thou shalt receive of thy brother. And if thou obtainest more than that which would be for thy support, thou shalt give it into my storehouse that all things may be done according to that which I have said.

 

Free enterprise, buying and selling are part of the United Order and each member is responsible for gaining additional talents by fulfilling his assigned stewardship. Excess profit at the end of the financial year is placed in the Bishop’s storehouse.

 

D&C 51:3-6: - let my servant (the Bishop) and those whom he has chosen (counsellors)…..appoint unto this people their portions, every man equal according to his family, according to his circumstances and his wants and needs. And…when he shall appoint a man his portion, give unto him a writing that shall secure unto him his portion, that he shall hold it, even this right and this inheritance in the church, until he transgresses and is not accounted worthy by the voice of the church, according to the laws and covenants of the church, to belong to the church. And if he shall transgress and is not accounted worthy to belong to the church, he shall not have power to claim that portion which he has consecrated unto the bishop for the poor and needy of my church; therefore he shall not retain the gift, but shall only have claim on that portion that is deeded unto him. And thus all things shall be made sure, according to the laws of the land.

 

D&C 51: 13: - And again, let the bishop appoint a storehouse unto this church; and let all things both in money and in meat, which are more than is needful for the wants of this people, be kept in the hands of the bishop.

 

D&C 58: 35-36: - It is wisdom in me that my servant Martin Harris should be an example unto the church, in laying his moneys before the bishop of the church. And also, this is a law unto every man that cometh unto this land to receive an inheritance; and he shall do with his moneys according as the law directs.

 

D&C 70:7-10: - Nevertheless, inasmuch as they receive more than is needful for their necessities and their wants, it shall be given into my storehouse; and the benefits shall be consecrated unto the inhabitants of Zion, and unto their generations, inasmuch as they become heirs according to the laws of the kingdom. Behold, this is what the Lord requires of every man in his stewardship, even as I, the Lord, have appointed or shall hereafter appoint unto every man. And behold none are exempt from this law who belong to the church of the living God.

 

D&C 72:15: - for according to the law every man that cometh up to Zion must lay all things before the bishop in Zion

 

D&C 82:17: - And you are to be equal, or in other words, you are to have equal claims on the properties, for the benefit of managing the concerns of your stewardships, every man according to his wants and his needs, inasmuch as his wants are just- and all this for the benefit of the church of the living God, that every man may improve upon his talent, that every man may gain other talents, yea, even an hundred fold, to be cast into the Lord’s storehouse, to become the common property of the whole church- every man seeking the interest of his neighbour, and doing all things with an eye single to the glory of God.

 

This scripture outlines how the saints are able to finance their enterprises with use of capital from the storehouse with the motivation that success in the business endeavour will benefit the whole church-all to the Glory of God.

 

D&C 83:6: - And the storehouse shall be kept by the consecrations of the church; and widows and orphans shall be provided for, as also the poor.

 

Concerning the amount of property (the portion) to be returned to the consecrator the Prophet Joseph Smith gave the following advice: -

 

“Concerning the consecration of property: - First, it is not right to condescend to very great particulars in taking inventories. The fact is this, a man is bound by the law of the Church, to consecrate to the Bishop, before he can be considered a legal heir to the kingdom of Zion; and this, too, without constraint; and unless he does this, he cannot be acknowledged before the Lord on the Church Book therefore, to condescend to particulars, I will tell you that every man must be his own judge how much he should receive and how much he should suffer to remain in the hands of the Bishop. I speak of those who consecrate more than they need for the support of themselves and their families.”

 

“The matter of consecration must be done by the mutual consent of both parties; for to give the Bishop power to say how much every man shall have, and he be obliged to comply with the Bishop’s judgment, is giving to the Bishop more power than a king has; and upon the other hand, to let every man say how much he needs, and the Bishop be obliged to comply with his judgment, is to throw Zion into confusion, and make a slave of the Bishop. The fact is, there must be a balance or equilibrium of power, between the Bishop and the people, and thus harmony and good will may be preserved among you.”

 

“Therefore, those persons consecrating property to the Bishop in Zion, and then receiving an inheritance back, must reasonably show to the Bishop that they need as much as they claim. But in case the two parties cannot come to a mutual agreement, the Bishop is to have nothing to do about receiving such consecrations; and the case must be laid before a council of twelve High Priests, the Bishop not being one of the council, but he is to lay the case before them.”

The relationship of tithing to the Law of Consecration

 

The leaders of the church teach that the present day law of tithing operated by the church is an essential preparation to living the higher law of Consecration.

 

Elder Robert D Hales at a recent General Conference stated: -

“The law of tithing prepares us to live the higher law of consecration—to dedicate and give all our time, talents, and resources to the work of the Lord. Until the day when we are required to live this higher law, we are commanded to live the law of the tithe, which is to freely give one-tenth of our income annually.

 

The sacrifice by members of the church today in the payment of tithing enables the church to build up the Kingdom of God upon the earth in preparation for the establishment of the future Zion. Without doubt members receive great blessings from the payment of tithing.

 

It is not always been fully understood however that in the Doctrine and Covenants when the Lord states the word tithe He is actually referring to the Law of Consecration. This is made plain in the heading to Doctrine and Covenants section 119: -

 

“The Law of tithing, as understood today, had not been given to the church previous to this revelation. The term “tithing” in the prayer just quoted and in previous revelations (64:23; 85:3; 97:11) had meant not just one-tenth but all free will offerings, or contributions, to the church funds. The Lord had previously given to the church the law of consecration and stewardship of property, which members entered into a covenant that was to be everlasting.”

 

The Law of Consecration was not suspended until the saints had been driven out of Jackson County, Missouri. As part of a revelation given on 22 June 1834 at Fishing River, Missouri, the Lord declared: -

D&C 105:9: - “Therefore, in consequence of the transgressions of my people, it is expedient in me that mine elders should wait for a little season for the redemption of Zion.”

 

As part of this delay in the redemption of Zion the Lord also postponed the Law of Zion-the United Order of which the law of Consecration is a part with these words: -

 

D&C 105:34: - “And let those commandments which I have given concerning Zion and her law be executed and fulfilled, after her redemption.”

 

Therefore the revelations using the term tithe prior to this time were in actual fact referring to the Law of Consecration. When the Lord states “For he that is tithed shall not be burnt at His Coming” (D&C 64:23) He is not referring to our practice of giving just one-tenth of our income in our present day scattered condition in Babylon. In the same few verses the Lord reminds His Saints in v 25 “I will not spare any that remain in Babylon”. The Lord is referring to living the full law even the Law of Consecration in preparation for the Second Coming in the land of Zion (See v22-25).

 

It is necessary for the saints to be living the Law of Consecration in preparation for the Second Coming and the destructions that precede it. These facts are made very plain in another revelation in 1832 “about those saints who had moved to Zion, but who had not received their inheritances according to the established order in the church” (heading to section 85). The commandment was given that: -

 

D&C 85:3: - It is contrary to the will and commandment of God that those who receive not their inheritance by consecration, agreeable to his law, which He has given, that He may tithe His people, to prepare them against the day of vengeance and burning, should have their names enrolled with the people of God.

 

This revelation clearly links the Law of consecration with the word tithe as used by the Lord.

 

Likewise in the reference to tithing in section ninety seven this again refers to the Law of consecration not our present day one-tenth of income. At this time when the revelation was given in 1833 only the Law of Consecration had been revealed to the saints. The temple was to be built in the land of Zion by “the tithing of my people. Behold this is the tithing and the sacrifice which I, the Lord, require at their hands, that there may be a house built unto me for the salvation of Zion” D&C 97:10-12 extracts

 

It is also interesting to note that in the revelation on tithing where the prophet petitions the Lord “O Lord, show unto thy servants how much thou requirest of the properties of thy people for a tithing”; the Saints are to first pay their surplus property as tithing and thereafter one-tenth of their interest (profit) annually.

 

D&C 119:1, 3-4.7: - “Verily, thus saith the Lord, I require all their surplus property to be put into the hands of the Bishop of my church in Zion….and this shall be the beginning of the tithing of my people. And after that, those who have thus been tithed shall pay one-tenth of all their interest annually and this a standing law unto them forever, for my holy priesthood, saith the Lord….. And this shall be an example unto all the stakes of Zion.

To state that the word tithing as used by the Lord in the revelations in the Doctrine and Covenants means just one tenth is obviously not true; for it encompasses far more than this.

 

The endowment prepares the saints to live the full Law of Consecration.

 

When the Lord informed his elders that they should wait for a period of time for the redemption of Zion, He explained that they required greater experience and needed to understand more perfectly of what was required of them. The elders would need to be endowed with knowledge and the power of the Spirit to accomplish all things pertaining to Zion. They were not prepared and ready at that time to live the Law of Consecration.

 

D&C 105:9-14: - “Therefore, in consequence of the transgressions of my people, it is expedient in me that mine elders should wait for a little season for the redemption of Zion-that they themselves may be prepared, and that my people may be taught more perfectly, and have experience, and know more perfectly concerning their duty, and the things which I require at their hands. And this cannot be brought to pass until mine elders are endowed with power on high. For behold, I have prepared a great endowment and blessing to be poured out upon them, inasmuch as they are faithful and continue in humility before me. Therefore it is expedient in me that mine elders should wait for a little season, for the redemption of Zion

 

The Lord places His people under covenant to live His Laws and thereby prepare for Celestial Glory. For each covenant they keep they obtain a portion of the Spirit which provides the power to accomplish all things that are necessary. There are tests and challenges given to us which show our ability to live the covenants we are placed under.

For example ‘The Word of Wisdom’ is a test of our obedience and the law of tithing as we know it today is a test of our willingness to sacrifice to the Lord. How we treat our fellow man is the test of our ability to live the laws of the Gospel as laid out in the ‘Sermon on the Mount’. We are required to gain an understanding of the atonement and the love and mercy shown by Jesus Christ. In this way we gain a testimony that He is the Son of God and the importance of the sacrament is understood.

 

Another important covenant is consecration which shows our ability to dedicate our time and talents to the work of the Lord. The challenge given to us by the lord in the church today to see if we are willing to abide in this covenant is through callings and opportunities to serve in various capacities. Those who are not willing to serve diligently in callings in the church today will hardly be prepared to live the full law of Consecration in Zion.

 

We should also remember that we will need to be living all the other covenants of the endowment before we shall have the ability to consecrate all our means to the Lord.

President Benson has stated: -

“Until one abides by the laws of obedience, sacrifice, the gospel, and chastity, he cannot abide the law of consecration, which is the law pertaining to the celestial kingdom.” Teachings of Ezra Taft Benson, p.121

 

How important is the instruction of the endowment to help us to know more perfectly concerning our duty and the things required of us by the Lord.

 

Place everything on the alter

 

The Law of Consecration is not just a temporal or economic law it will require our whole-hearted devotion to place everything on the alter. We shall need to be able to serve God with all our ‘heart, might, mind and strength’. There will be no place for the slothful and complacent, who want to take but not give. Only those who are magnifying their callings in the church today will be prepared to live the full Law of Consecration when it is introduced.

 

Joseph F Smith stated speaking of the readiness of the Saints to redeem Zion said: -

 

“But when shall I be prepared to go there? Not while I have in my heart the love of this world more than the love of God. Not while I am possessed of that selfishness and greed that would induce me to cling to the world or my possessions in it, at the sacrifice of principle or truth. But when I am ready to say, “Father all that I have, myself included, is Thine; my time my substance, everything that I possess is on the alter, to be used freely, agreeable to thy Holy will, and not my will, but thine be done,” then perhaps I will be prepared to go and help to redeem Zion. For Zion can only be built up by the law the God revealed for that purpose which is the Law of Consecration-not the law of tithing.”

 

 

All things belong to God and man is a steward

 

A steward administers someone else’s property and is accountable to the owner who is the creator of the earth The Lord Jesus Christ.

 

D&C 104:13-16: - For it is expedient that I, the Lord, should make every man accountable as a steward over earthly blessings which I have made and prepared for my creatures.

I the Lord stretched out the heavens and built the earth, my very handiwork; and all things therein are mine. And it is my purpose to provide for my saints, for all things are mine. But it must needs be done in mine own way….

 

President Marion G. Romney stated:

“The United Order the Lord’s program for eliminating the inequalities among men, is based upon the underlying concept that the earth and all things therein belong to the Lord and that men hold earthly possessions as stewards accountable to God……On February 9, 1831, the Lord revealed to the Prophet what His way was. (See D&C 42). In His way there were two cardinal principles (1) consecration and (2) stewardship.”  Is socialism the United Order by Marion G Romney April 1966 General Conference

 

President J. Reuben Clark Jr. of the First Presidency stated: -

 

“The basic principle of all the revelations on the United Order is that everything we have belongs to the Lord; therefore, the Lord may call upon us for any and all of the property which we have, because it belongs to Him. This I repeat is the basic principle.”

D&C 104:54-55: - And again a commandment I give unto you concerning your stewardship which I have appointed unto you. Behold all these properties are mine or else your faith is vain and ye are found hypocrites, and the covenants ye have made unto me are broken. And if the properties are mine, then ye are stewards; otherwise ye are no stewards.

 

D&C 38:17:- And I have made the earth rich, and behold it is my footstool, wherefore; again I will stand upon it.

 

D&C 59:18, 20: - Yea, all things which come of the earth, in the season thereof, are made for the benefit and the use of man….and it pleaseth God that he hath given all these things unto man; for unto this end were they made to be used, with judgment, not to excess, neither by extortion.

 

D&C 67:2: - Behold and lo, mine eyes are upon you, and the heavens and the earth are in mine hands, and the riches of eternity are mine to give

 

Psalm 4:1: - The earth is the Lord’s and the fullness thereof; the world and they that dwell therein see also 1 Cor. 10:26

 

Psalm 89:11: - The Heavens are thine, the earth also is thine, as for the world and the fullness thereof thou hast founded them.

 

Covetousness and Pride result in not recognizing that all things belong to God

 

By not recognising our true status as stewards we can become proud and covetous. This can cause a resistance and a lack of willingness to enter into the covenant of the United Order. Likewise the same problems can cause members of the church who have entered into the Order to break their covenants.

 

D&C 19:26: - And again I command thee that thou shalt not covet thine own property, but impart it freely to the ……

 

D&C 38:39: - And it must needs be that the riches of the earth are mine to give, but beware of pride, lest ye become as the Nephites of old.

 

D&C 101:75: - There is even now already in store sufficient, yea, even an abundance, to redeem Zion, and establish her waste places, no more to be thrown down, were the churches, who call themselves after my name, willing to hearken to my voice.

D&C 104:4: -Therefore inasmuch as some of my servants have not kept the commandment, but have broken the covenant through covetousness, and with feigned words, I have cursed them…. (See v1- refers to the United Order)

 

D&C 104:52: - The covenants being broken through transgression, by covetousness and feigned words-therefore you are dissolved as a united order with your brethren…

 

D&C 105:2-5: - Behold, I say unto you, were it not for the transgressions of my people, speaking concerning the church and not individuals, they might have been redeemed even now. But behold, they have not learned to be obedient to the things which I require at their hands, but are full of all manner of evil (partaking of the pride of Babylon), and do impart of their substance (being covetous), as becometh saints, to the poor and afflicted among them; and are not united according to the union required by the law of the Celestial Kingdom.

 

D&C 117:4: - Let them repent of all their sins, and of all their covetous desires, before me, saith the Lord; for what is property unto me? Saith the Lord…..for have I not the fowls of heaven, and also the fish of the sea, and the beasts of the mountains? Have I not made the earth? Do I not hold the destinies of all the armies of the nations of the earth?....is there not room enough on…the land where Adam dwelt, that you should covet that which is but the drop, and neglect the more weighty matters? Therefore, come up hither unto the land of my people, even Zion.

 

The acquisition of wealth can be a serious temptation inasmuch as the wealthy can often be being filled with pride and their own self importance.

 

Jacob in the Book of Mormon warned the saints of his day: -

Jacob 2:12-13: - “And now my beloved brethren, this is the word which I declare unto you, that many of you have begun to search for gold, and for silver, and for all manner of precious ores….and the hand of providence hath smiled upon you most pleasingly, that you have obtained many riches; and because some of you have obtained more abundantly than that of your brethren ye are lifted up in the pride of your hearts, and wear stiff necks and high heads because of the costliness of your apparel….”

 

We read of that which eventually brought down the downfall of the Zion amongst the Nephites after having peace for 200 years: -

 

4 Nephi 24: - And, in this two hundred and first year there began to be among them those who were lifted up in pride, such as the wearing of costly apparel, and all manner of fine pearls, and of the fine things of the world. And from that time forth they did have their goods and their substance no more common among them. And they began to be divided into classes”

 

George Q Cannon of the First presidency when the saints were comparatively poor stated: -

 

“The time must come when we must obey that which has been revealed to us as the Order of Enoch, when there shall be no rich and no poor among the Latter-Day Saints; when wealth will not be a temptation; when every man will love his neighbour as he does himself; when every man and woman will labour for the good of all as much as for self. That day must come, and we may as well prepare our hearts for it, brethren, for as wealth increases I see more and more a necessity for the institution of such an order. As wealth increases, luxury and extravagance have more power over us. The necessity for such an order is very great, and God, undoubtedly, in his own time and way, will inspire his servant to introduce it among the people.” Journal of Discourses 15:207

 

Stewardship and Accountability

D&C 42:70: - The priests and teachers shall have their stewardships, even as the members.

 

D&C 51:19: -And whoso is found a faithful, a just, and a wise steward shall enter into the joy of His Lord, and shall inherit eternal life.

 

D&C 64:40: - And even the Bishop, who is a judge, and his counsellors, if they are not faithful in their stewardship shall be condemned, and others shall be planted in their stead.

 

D&C 69:5-6: - And also my servants who are abroad in the earth should send forth the accounts of their stewardships to the land of Zion; for the land of Zion shall be a seat and a place to receive and do all these things.

 

D&C 70:3-4: - I, the Lord, have appointed them, and ordained them to be stewards...and an account of this stewardship will I require of them in the day of judgement…

 

D&C 72:3-5: -…for it is required of the Lord, at the hand of every steward, to render an account of his stewardship, both in time and in eternity. For he who is faithful and wise in time is accounted worthy to inherit the mansions prepared for him of my Father…the elders of the church in this part of my vineyard shall render an account of their stewardship unto the Bishop, who shall be appointed of me in this part of my vineyard.

 

D&C 72: 16-18: - And now, verily I say unto you, that as every elder in this part of the vineyard must give an account of his stewardship unto the bishop in this part of the vineyard-A certificate from the judge or bishop in this part of the vineyard, unto the bishop in Zion, rendereth every man acceptable, and answereth all things, for an inheritance, and to be received as a wise steward and as a faithful labourer. Otherwise he shall not be accepted of the bishop in Zion.

 

D&C 72:19-22: - And now, verily I say unto you, let every elder who shall give an account unto the Bishop of the church in this part of the vineyard be recommended by the church or churches, in which he labours that he may render himself and his accounts approved in all things ……and again, let my servants who are appointed as stewards…that they also may render themselves approved in all things, and be accounted as wise stewards. And this shall be an ensample for all the extensive branches of my church; in whatsoever land they shall be established. And now I make an end of my sayings. Amen

 

D&C 78:22: - And he that is a faithful and wise steward shall inherit all things.

 

D&C 101: 61: - And this shall be my seal and blessing upon you- a faithful and wise steward in the midst of mine house, a ruler in my kingdom.

 

D&C 101:90: - And in his hot displeasure, and in his fierce anger, in His time, will cut off those wicked, unfaithful, and unjust stewards, and appoint them their portion among hypocrites, and unbelievers.

 

D&C 104:11-13: - It is wisdom in me; therefore a commandment I give unto you, that ye shall organise yourselves and appoint every man his stewardship; that every man may give an account unto me of the stewardship which is appointed unto him. For it is expedient that I, the Lord, should make every man accountable as a steward over earthly blessings, which I have made and prepared for my creatures

D&C 104:54-57: - And again, a commandment I give unto you concerning your stewardship which I have appointed unto you. Behold, all these properties are mine … then ye are stewards; otherwise ye are no stewards. But verily I say unto you, I have appointed unto you to be stewards over mine house, even stewards indeed.

 

D&C 104: 63: - And now see to it, that ye go to and make use of the stewardship which I have appointed unto you, exclusive of the sacred things…..

 

D&C 104:86: - All these things are mine, and ye are mine stewards and the Master will not suffer His house to be broken up.

 

D&C 124:14: - But let him remember that his stewardship will I require at his hands.

 

The Treasury

 

When we receive excess money from improving upon our stewardships they are to be placed in the treasury. The treasury is part of the storehouse. There are two treasuries. The first, a sacred treasury, reserved purely for the revenue from printing the scriptures; and the second for all other purposes.

D&C 104:60-62, 64: - And ye shall prepare for yourselves a place for a treasury, and consecrate it unto my name. And ye shall appoint one among you to keep the treasury, and he shall be ordained unto this blessing. And there shall be a seal upon the treasury, and all the sacred things (See v58-59) shall be delivered into the treasury; and no man among you shall call it his own, or any part of it, for it shall belong to you all with one accord ….and the avails of the sacred things shall be had in the treasury, and a seal shall be upon it; and it shall not be used or taken out of the treasury by any one, neither shall the seal be loosed which shall be placed upon it, only by the voice of the order, or by commandment. And thus shall ye preserve the avails of the sacred things in the treasury, for sacred and holy purposes. And this shall be called the sacred treasury of the Lord; and a seal shall be kept upon it that it may be holy and consecrated unto the Lord. 

 

Another Treasury

 

D&C 104:67-76: -  And again, there shall be another treasury prepared, and a treasurer appointed to keep the treasury, and a seal shall be placed upon it; and all moneys that you receive in your stewardships, by improving upon the properties which I have appointed unto you, in houses, or in lands, or in cattle, or in all things save it be the holy and sacred purposes….shall be cast into the treasury as fast as you receive moneys, by hundreds, or by fifties, or by twenties, or by tens, or by fives. Or in other words, if any man among you obtain five dollars let him cast them into the treasury; or if he obtain ten, or twenty, or fifty, or an hundred, let him do likewise; and let not any among you say it is his own; for it shall not be called his , nor any part of it.

 

And there shall not any part of it be used, or taken out of the treasury, only by the voice and common consent of the order. And this shall be the voice and common consent of the order that any among you say to the treasurer: I have need of this to help him in his stewardship- until he is found a transgressor, and it is manifest before the council of the order plainly that he is an unfaithful and an unwise steward. But so long as he is in full fellowship, and is faithful and wise in his stewardship, this shall be his token unto the treasurer that the treasurer shall not withhold. But in case of transgression, the treasurer shall be subject unto the council and voice of the order.

 

The Blessings and Privileges that follow observance of the United Order

 

Note the scriptures under the heading “God himself lives the law of equality in the Celestial kingdom where His children are made equal in opportunity with Him”

 

D&C 51:15: - And thus I grant unto this people a privilege of organising themselves according to my laws

 

D&C 78:11: - Wherefore, a commandment I give unto you, to prepare and organize yourselves by a bond and everlasting covenant. (United Order)

V14: - That the church may stand independent above all other creatures beneath the Celestial world; that you may come up unto the crown prepared for you, and be made rulers over many kingdoms, saith the Lord God, the Holy One of Zion.

V17: - Verily, verily, I say unto you, ye are little children, and ye have not as yet understood how great blessings the Father hath in His own hands and prepared for you;

V22: - And he that is a faithful and wise steward shall inherit all things.

 

D&C 101:60-61:- Go ye straightway, and do all things whatsoever I have commanded you: and this shall be seal and blessing upon you-a faithful and wise steward in the midst of mine house, a ruler in my Kingdom.

 

D&C 104:1-2: - …which I commanded to be organized and established to be a United Order, and an everlasting order for the benefit of my church, and for the salvation of men until I come-With promise immutable and unchangeable that inasmuch as those whom I commanded were faithful they should be blessed with a multiplicity of blessings.

 

D&C 104:22-23: - And this stewardship and blessing, I, the Lord, confer upon my servant….for a blessing upon him, and his seed after him. And I will multiply blessings upon him, inasmuch as he will be humble before me.

V30-31; 33: - And this shall be there stewardship which shall be appointed unto them. And inasmuch as they are faithful, behold I will bless, and multiply blessings upon them…..And inasmuch as they are faithful, I will multiply blessings upon them and their seed after them, even a multiplicity of blessings.

 

Note: - The message of ‘multiplicity of blessings’ is repeated many times in this revelation. Can they be obtained without the United Order?

 

D&C 70:14-15: - Nevertheless, in your temporal things you shall be equal and this not grudgingly, otherwise the manifestations of the Spirit shall be withheld, now this commandment I give unto my servants for their benefit while they remain, for a manifestation of my blessings upon their heads, and for a reward of their diligence and for their security

 

D&C 103:4-8 ….chastened….because they did not hearken altogether unto the precepts and commandments which I gave unto them. I have decreed a decree which my people shall realize, inasmuch as they hearken from this very hour unto the counsel which I, the Lord their God, shall give unto them. Behold they shall, for I have decreed it, begin to prevail against mine enemies from this very hour. And by hearkening to observe all the words which I the Lord their God, shall speak unto them, they shall never cease to prevail until the kingdoms of the world are subdued under my feet….But inasmuch as they keep not my commandments, and hearken not to observe all my words, the kingdoms of the world shall prevail against them.

 

Included in the above scripture ‘observe all the words which I the Lord their God shall speak unto them’ is the commandment to be equal through the United Order.

 

The Administration of the United Order-Key Role of the Bishop

 

The United Order is directed by the Priesthood of God under the leadership of the First Presidency. They will decide when the time has arrived for the redemption of Zion, the gathering of the saints and the introduction of the United Order.

 

The First Presidency will appoint the Standing High Council and Bishop(s) of the City of Zion. When additional cities (stakes) of Zion are required they will appoint a Stake Presidency who in turn will nominate the stake high council and Bishop(s) of the stake.

The Bishop will nominate his counsellors and agents to assist him in the administration of the United Order. The Bishopric will receive consecrations and surpluses, give out inheritances, portions, and other duties as listed below. The training that we receive in the organisation of our present day stakes will prove to be of great benefit.

 

The Law of Common Consent is to prevail in the administration of the United Order

As quoted previously in the section of “The Law of Consecration” the Prophet Joseph taught:

“The fact is, there must be a balance or equilibrium of power, between the Bishop and the people, and thus harmony and good will may be preserved among you.”

 

The law of common or united consent forms the basis of the way things are to be accomplished in the United Order: -

D&C 104:21:- And let all things be done according to the counsel of the order, and united consent or voice of the order….see v36

 

D&C 104:71: - And there shall not any part of it be used, or taken out of the treasury, only by the voice and common consent of the order. See also v 74-77

 

Even though a Bishop is called by revelation it is still necessary that he be sustained or appointed “by the voice of the church” D&C 41:9

 

D&C 28:13: - For all things must be done in order, and by common consent in the church, by the prayer of faith.

 

The Bishop and his counsellors have a key role in the administration of the United Order

He is to minister in temporal things: -

D&C 107: 68: - “For the office of a bishop is in administering all temporal things”

See also v 20, 71; D&C 70:12-13

 

He along with his counsellors are to be the supervise and administer the Law of Consecration and give arrange Stewardships.

 

The Bishop is to be assisted by two counsellors in all things: - “And the elders or high priests who are appointed to assist the Bishop as counsellors in all things”…D&C 42:7   see also D&C 42:31; D&C 42; 71; 58:18; 107:72

 

The Bishop and his counsellors constitute the Bishop’s Council: - “Therefore, the residue shall be kept in my storehouse, to administer to the poor and the needy, as shall be appointed by the high council, and the Bishop and his Council.” D&C 42:34

 

The High Council of the stake of Zion along with the Bishop’s Council are responsible to decide who should receive goods out of the storehouse.

 

The Bishop and his counsellors are to receive the consecrations of the people: - “thou wilt remember the poor and consecrate of thy properties for their support…and they shall be laid before the Bishop of my church and his counsellors” D&C 42:30-31 see also D&C 42: 33; DC 51:5; D&C 72:15; D&C 124:21

 

The Bishop and his counsellors shall “appoint unto this people their portions, every man equal according to his family, according to his circumstances and his wants and needs.” D&C 51:3 (See also v 4-6)

 

The Bishop is to keep the storehouse and is to be assisted by an Agent: -

“Appoint a storehouse unto this church; and let all things both in money and in meat, which are more than is needful for the wants of this people, be kept in the hands of the bishop.” D&C 51:13 see also D&C 72:10; D&C 119:1; D&C 120:1; D&C 42:34

 

The Agent is to take care of the storehouse: - D&C 70: 11: - “Neither the Agent who keepeth the Lord’s storehouse”

 

D&C 90:22-23: -  “And let the bishop search diligently to obtain an agent, and let him be a man who has got riches in store- a man of God and of strong faith-that thereby he may be enabled to discharge every debt; that the storehouse of the Lord may not be brought into disrepute before the eyes of the people.”

 

D&C 84:113: - “He (The Bishop) should also employ an agent to take charge and to do his secular business as he shall direct” (See also D&C 58:24; 51:8)

 

The Bishop is to “divide unto the saints their inheritance, even as I have commanded; and also those whom he has appointed to assist him.” D&C 57:7 (See also D&C 90:30; D&C 85:1; D&C 48:6)

 

The Bishop is to care for the poor and needy-widows and orphans

 He is to “travel round about and among all the churches, searching after the poor to administer to their wants by humbling the rich and the proud” D&C 84:112

(See also D&C 42:33-34; D&C 52: 40; D&C 44:6; D&C 78:3; D&C 124:21)

 

D&C 83:6: - And the storehouse shall be kept by the consecrations of the church; and widows and orphans shall be provided for, as also the poor.

 

The Bishop and his counsellors are to spend their full time in this calling: -“and ordained a Bishop unto the church, to leave his merchandise and to spend all his time in the labours of the church; to see to all things as it shall be appointed unto him in my laws in the day that I shall give them.” D&C 41:9; see D&C 51:14

 

They are to be supported in their labours: -“And the elders or high priests who are appointed to assist the bishop as counsellors in all things, are to have their families supported out of the property which is consecrated to the bishop, for the good of the poor, and for other purposes, as before mentioned; or they are to receive a just remuneration for all their services, either a stewardship or otherwise, as may be thought best or decided by the counsellors and bishop. And the bishop, also, shall receive his support, or a just remuneration for all his services in the church.” D&C 42:71-73 see also D&C 70:12

 

The Bishop is to decide on the worthiness of those who shall go to the land of Zion: -

D&C 72:17-18 : - “A certificate from the judge or bishop in this part of the vineyard, unto the bishop in Zion, rendereth every man acceptable and answereth all things, for an inheritance, and to be received as a wise steward and as a faithful labourer; otherwise he shall not be accepted of the bishop in Zion”

 

D&C 48:6: - “and then shall ye begin to be gathered with your families, every man according to his family, according to his circumstances, and as is appointed to him by the presidency and the bishop of the church according to the laws and commandments which ye have received.” (See also D&C 72:24-26)

 

The Bishop is to look after those who labour in spiritual things

 

D&C 72:14: - “And the labours of the faithful who labour in spiritual things, in administering the gospel and the things of the kingdom unto the church, and unto the world, shall answer the debt unto the bishop in Zion” (see also v 11-13, 20)

 

The Bishop is to receive the Accounts of Stewardships of the Priesthood: -

D&C 72:5-6: - “Verily I say unto you the elders of the church in this part of my vineyard shall render an account of their stewardship unto the Bishop, who shall be appointed of me in this part of my vineyard. These things shall be had on record, to be handed over unto the bishop in Zion. (See also v11, 16-18)

 

D&C 72:19: - “And now, verily I say unto you, let every elder who shall give an account unto the bishop of the church in this part of the vineyard be recommended by the church or churches, in which he labours, that he may render himself and his accounts approved in all things” See v23-“In whatsoever land they be”

 

The Bishop is to be a judge in Israel: -“…. also to be a judge in Israel, to do the business of the church, to sit in judgment upon transgressors upon testimony as it shall be laid before him according to the laws, by the assistance of his counsellors….thus shall he be a judge, even a common judge among the inhabitants of Zion, or in any stake of Zion, or in any branch of the church where he shall be set apart unto this ministry” D&C 107:72, 74)

 

“And whoso standeth in this mission (Bishop) is appointed to be a judge in Israel, like it was in ancient days, to divide the lands of the heritage of God unto his children; and to judge his people by the testimony of the just, and by the assistance of his counsellors, according to the laws of the kingdom…my law shall be kept on this land.” D&C 59:17-18 (See also D&C 64:40)

 

The Bishop is also to preside over the priest’s quorum: -

D&C 107:87-88: - “Also the duty of the president over the priesthood of Aaron is to preside over forty eight priests, and to sit in council with them, to teach them the duties of their office, as is given in the covenants-This president is to be a bishop; for this is one of the duties of this priesthood.”

 

To discern spiritual gifts “that are given unto the church” And unto the bishop of the church…to have it given unto them to discern all those gifts “D&C 46:27

 

Note: - A city or stake of Zion with a population of approximately twenty thousand people will be divided into wards, each of which will have a Bishop and a storehouse. The Bishop is to be appointed by the high council of the city. (D&C 20:67)

 

Settling disputes through the High Council

 

However where problems arise with the decisions of the Bishop’s council they are to be settled by the High Council. There is one high council for each stake which is “to consist of twelve high priests, and one or three presidents. The high council was appointed by revelation for the purpose of settling important difficulties, which might arise, in the church, which could not be settled by the church or the bishop’s council to the satisfaction of the parties.” D&C 102:1-2 (See also v 24, D&C 107:36-37)

 

We are called by revelation and commandment to be part of the United Order: -

 

D&C 92:1: - Verily thus saith the lord, I give unto the United Order, organised agreeable to the commandment previously given, a revelation and commandment concerning my servant……that ye shall receive him into the order. What I say unto one I say unto all.

 

We are set apart or ordained to be part of the United Order: -

 

D&C 96:8-9 (extracts): -  “Verily I say unto you, it is expedient in me that he should become a member of the Order ….therefore ye shall ordain him unto this blessing.”

 

The United Order is part of the New and Everlasting Covenant

 

In the United Order the members are bound together by a bond and covenant. This covenant is to be everlasting and binding and will therefore continue in the Celestial world.

 

D&C 78:11-12: - “Wherefore, a commandment I give unto you, to prepare and organize yourselves by a bond or everlasting covenant that cannot be broken.”

 

D&C 82:11: - “Therefore, verily I say unto you, that it is expedient for my servants….to be bound together by a bond and covenant”.

 

D&C 82:15-16: - “Therefore, I give unto you this commandment that ye bind yourselves by this covenant, and it shall be done according to the laws of the Lord. Behold here is wisdom also in me for your good.

 

D&C 82:20: - “This order I have appointed to be an everlasting order unto you, and unto your successors, inasmuch as you sin not.”

 

D&C 104:1: - Concerning all the properties which belong to the order which I commanded to be organised and established to be a United Order, and an everlasting order for the benefit of my church, and for the salvation of men until I come” D&C 104:1

 

Note: - The Everlasting Covenant is “that which was from the beginning” D&C 22:1. It is the plan given by Heavenly Father in the pre-mortal existence for the return of His children back into His presence. (See also D&C 49:9)

 

It is the Fullness of the Gospel of Jesus Christ: -

D&C 66:2: - “Blessed are you for receiving mine everlasting covenant, even the fullness of my gospel, sent forth unto the children of men that they might be made partakers of the glories which are to be revealed in the last days.” (See D&C 133:57)

 

We need to be living the whole of the Everlasting Covenant-The Fulness of the Gospel of Jesus Christ in preparation for the Second Coming of Jesus Christ: -

D&C 45:9: - “And even so I have sent mine everlasting covenant into the world, to be a light to the world, and to be a standard for my people, and for the Gentiles to seek to it, and to be a messenger before my face to prepare the way before me.”

 

Unless we are prepared and ready with a desire to live all the laws of God which must include the Law of Consecration we will remain part of Babylon, with all the consequences that involves: -

 

D&C 35:11-12 “But without faith shall not anything be shown forth except desolations upon Babylon……And there are none that doeth good except those who are ready to receive the fulness of my gospel, which I have sent forth unto this generation.

 

By living by the whole of the New and Everlasting Covenant which includes the United Order we enter into a special relationship with Heavenly Father: -“ When the City of the New Jerusalem shall be prepared, that ye may be gathered in one that ye may be my people and I will be your God” D&C 42:9

 

We cannot be part of the New Jerusalem unless we are living the United Order.

 

In fact the Lord has said: - “Be one and if ye are not one ye are not mine” D&C 38:27

This scripture has direct reference to the principle of equality and therefore the United Order

 

The very reason that we should be praying for the redemption of Zion, is so we can have the privilege of living a fulness of God’s laws and thereby obtain the Lord’s protection and be His people united as one. Without the United Order and the Law of Consecration this is not possible. This should be part of the faith and prayers of every Latter Day Saint.

 

The United Order is a commandment and part of the Fullness of the Gospel of Jesus Christ and is part of our preparation for the Celestial Glory

 

D&C 78:7-8: - “For if you will that I give unto you a place in the celestial world, you must prepare yourselves by doing the things which I have commanded you and required of you. And now, verily thus saith the Lord it is expedient that all things be done unto my glory, by you who are joined together in this order.”

 

The Everlasting Covenant comprises all (a fullness) of the laws and ordinances of the Gospel. Each law and ordinance of the gospel is a covenant in itself and an essential part of the fulness. We cannot afford to neglect or pick and choose which covenants to live, for our obligation is to live all the laws of the Gospel.

 

D&C 84: 43-44: - “And I now give unto you a commandment to beware concerning yourselves, to give diligent heed to the words of eternal life. For you shall by every word that proceedeth forth from the mouth of God

 

D&C 98:11, 19-20: - “And I give unto you a commandment that ye shall forsake all evil and cleave unto all good, that ye shall live by every word which proceedeth forth out of the mouth of God……Behold, I, the lord, am not well pleased with many…..for they do not forsake their sins, and their wicked ways, the pride of their hearts, and their covetousness, and all their detestable things, and observe the words of wisdom and eternal life which I give unto them”

 

As with all covenants it will take sacrifice in order to obey the United Order

 

D&C 98:14: - “Therefore, be not afraid of your enemies, for I have decreed in my heart, saith the Lord that I will prove you in all things, whether you will abide in my covenant, even unto death, that you may be found worthy. For if ye will not abide in my covenant ye are not worthy of me”

 

D&C 97:8: - “Verily I say unto you, all among them who know their hearts are honest, and are broken, and their spirits contrite, and are willing to observe their covenants by sacrifice-yea every sacrifice which I, the lord, shall command them-they are accepted of me.

 

If we break the covenant of the United Order and transgress we receive the judgments of God

 

D&C 78:12: - Organise yourselves by a bond or everlasting covenant that cannot be broken and he who breaketh it shall lose his office and standing in the church, and shall be delivered over to the buffetings of Satan until the day of redemption.

 

D&C 82:11: - it is expedient for my servants….to be bound together by a bond and covenant that cannot be broken by transgression, except judgment shall immediately follow, in your several stewardships.

 

D&C 82:20-21: - This order I have appointed to be an everlasting order unto you and your successors, inasmuch as you sin not. And the soul that sins against this covenant, and hardeneth his heart against it, shall be dealt with according to the laws of my church, and shall be delivered over to the buffetings of Satan until the day of redemption.

 

D&C 104:1-10 : -…which I commanded to be organised and established, to be a United Order, and an everlasting order for the benefit of my church…..inasmuch as…. were faithful they should be blessed with a multiplicity of blessings; but inasmuch as they were not faithful they were nigh unto cursing. Therefore inasmuch as some of my servants have not kept the commandment, but have broken the covenant through covetousness, and with feigned words, I have cursed them with a very sore and grievous curse. For I, the Lord have decreed in my heart, that inasmuch as any man belonging to the order shall be found a transgressor, or in other words, shall break the covenant with which ye are bound, he shall be cursed in his life, and shall be trodden down by whom I will; for I the lord am not to be mocked in these things-and all this that the innocent among you may not be condemned with the unjust; and that the guilty among you may not escape….therefore, inasmuch as you are found transgressors, you cannot escape my wrath in your lives. Inasmuch as ye are cut off for transgression, ye cannot escape the buffetings of Satan until the day of redemption. And now I give unto you power from this very hour, that if any man among you, of the order, is found a transgressor and repenteth not of the evil, that ye shall deliver him over unto the buffetings of Satan; and he shall not have power to bring evil upon you.

The Law of God including the Law of Consecration must be lived on the land of Zion or the judgments of God will follow

 

D&C 59:19: - For verily I say unto you, my law shall be kept on this land.

 

D&C 84: 54-59: - And your minds in times past have been darkened because of unbelief, and because you have treated lightly the things you have received. Which vanity and unbelief have brought the whole church under condemnation? And this condemnation resteth upon the children of Zion, even all. And they shall remain under this condemnation until they repent and remember the new covenant, even the Book of Mormon and the former commandments, (The Doctrine and Covenants) which I have given them, not only to say, but to do according to that which I have written. That they may bring forth fruit meet for their Father's kingdom; otherwise there remaineth a scourge and judgment to be poured out upon the children of Zion. For shall the children of the kingdom pollute my holy land? Verily, I say unto you, nay.

 

D&C 97: 22-26: - For behold, and lo, vengeance cometh speedily upon the ungodly as the whirlwind; and who shall escape it? The Lord's scourge shall pass over by night and by day, and the report thereof shall vex all people; yea, it shall not be stayed until the Lord come. For the indignation of the Lord is kindled against their abominations and all their wicked works. Nevertheless, Zion shall escape if she observe to do all things whatsoever I have commanded her. But if she observe not to do whatsoever I have commanded her, I will visit her according to all her works, with sore affliction, with pestilence, with plague, with sword, with vengeance, with devouring fire.

 

D&C 101:1-2: - Verily I say unto you, concerning your brethren who have been afflicted, and persecuted, and cast out from the land of their inheritance- I, the Lord, have suffered the affliction to come upon them, wherewith they have been afflicted, in consequence of their transgressions.

 

D&C 101:6: - Behold, I say unto you, there were jarrings, and contentions, and envyings, and strives, and lustful and covetous desires among them; therefore by these things they polluted their inheritances.

 

D&C 101:41: - Behold, here is wisdom concerning the children of Zion, even many, but not all; they were found transgressors, therefore they must needs be chastened.

 

D&C 101:97-100: - Let not that which I have appointed be polluted by mine enemies, by the consent of those who call themselves after my name; for this is a very sore and grievous sin against me, and against my people, in consequence of those things, which I have decreed, and which are soon to befall the nations. Therefore, it is my will that my people should claim, and hold claim upon that which I have appointed unto them, though they should not be permitted to dwell thereon. Nevertheless, I do not say they shall not dwell thereon; for inasmuch as they bring forth fruit and works meet for my kingdom they shall dwell thereon.

 

D&C 103: 4,13-14: - And that those who call themselves after my name might be chastened for a little season with a sore and grievous chastisement, because they did not hearken altogether unto the precepts and commandments which I gave unto them. Behold, this is the blessing, which I have promised after your tribulations, and the tribulations of your brethren--your redemption, and the redemption of your brethren, even their restoration to the land of Zion, to be established, no more to be thrown down. Nevertheless, if they pollute their inheritances they shall be thrown down; for I will not spare them if they pollute their inheritances.

 

D&C 105:2-6: - Behold, I say unto you, were it not for the transgressions of my people, speaking concerning the church and not individuals, they might have been redeemed even now. But behold, they have not learned to be obedient to the things which I required at their hands, but are full of all manner of evil, and do not impart of their substance, as becometh saints, to the poor and afflicted among them; and are not united according to the union required by the law of the celestial kingdom; and Zion cannot be built up unless it is by the principles of the law of the celestial kingdom; otherwise I cannot receive her unto myself. And my people must needs be chastened until they learn obedience, if it must needs be, by the things, which they suffer.

 

D&C 105:15: - Behold, the destroyer I have sent forth to destroy and lay waste mine enemies; and not many years hence they shall not be left to pollute mine heritage, and to blaspheme my name upon the lands which I have consecrated for the gathering together of my saints.

 

D&C 119:1: - Verily, thus saith the Lord; I require all their surplus property to be put into the hands of the bishop of my church in Zion, and after that, those who have thus been tithed shall pay one-tenth of all their interest annually; and this shall be a standing law unto them forever, for my holy priesthood, saith the Lord. Verily I say unto you, it shall come to pass that all those who gather unto the land of Zion shall be tithed of their surplus properties, and shall observe this law, or they shall not be found worthy to abide among you. And I say unto you, if my people observe not this law, to keep it holy, and by this law sanctify the land of Zion unto me, that my statutes and my judgments may be kept thereon, that it may be most holy, behold, verily I say unto you, it shall not be a land of Zion unto you.

None will be exempt from the obligation to live the United Order in the Land of Zion

 

D&C 70:9-10: - Behold, this is what the Lord requires of every man in his stewardship, even as I, the Lord, have appointed or shall hereafter appoint unto any man. And behold, none are exempt from this law who belong to the church of the living God.

 

D&C 85:3: - It is contrary to the will and commandment of God that those who receive not their inheritance by consecration, agreeable to his law, which He has given, that He may tithe His people, to prepare them against the day of vengeance and burning, should have their names enrolled with the people of God.

Note: - Tithing in this scripture represents The Law of Consecration not one tenth of income. See heading to section 119

 

D&C 51:2: - For it must needs be that they be organised according to my laws; if otherwise, they will be cut off. Wherefore let my servant….appoint unto this people their portions, every man equal according to his family…

 

D&C 58:36: -…in laying his moneys before the bishop of the church. And also, this is a law unto every man that cometh unto this land to receive an inheritance

 

D&C 72:15: - …...For according to the law every man that cometh up to Zion must lay all things before the Bishop in Zion

 

D&C 56:8-10…my servant must repent of his pride and of his selfishness, and obey the former commandment which I have given him concerning the place upon which he lives. And if he will do this, as there shall be no divisions made upon the land, he shall be appointed still to go to the land of Missouri; otherwise he shall receive the money which he has paid, and shall leave the place, and shall be cut off out of my church, saith the Lord.

Conclusion

 

In the study of this document there are given sufficient reasons and motivation for any that are pure in heart to desire and pray to be part of the United Order of Zion at the earliest opportunity.

 

The Lord gives a warning to all members of the church in a revelation that is wholly concerned with the United Order: -

D&C 78:10: - Otherwise Satan seeketh to turn their hearts away from the truth that they become blinded and understand not the things, which are prepared for them.

 

He encourages His Saints to obtain knowledge and understanding of all these things: -

D&C 78:17: - Verily, verily, I say unto you, ye are little children, and ye have not as yet understood how great blessings the Father hath in His own hands and prepared for you.

 

I will close with some of the comments of Hugh Nibley, expressing his desires for the introduction of the United Order of Zion: -

 

“I would like to see it happen (observation by the latter-Day Saints of the Law of Consecration) ….because I have covenanted to keep it and I would like to be able to do so”

 

“One thing that gives top priority to the Law of Consecration is that no one is excused from observing it” quotes D&C 70:9-10; 72:15-19

 

“Another reason for acceptance of the Law of Consecration without delay is that such a treasure should no longer lie unclaimed”

 

“Most pressing of all is the disturbing awareness that God is not mocked. He has been good enough to reveal these things to us from Heaven and there is only one alternative to living up to every covenant-that is to be in the power of Satan, whose purpose is “to deceive and to blind men, and to lead them captive at his will, even as many as would not hearken to my voice.” Moses 4:4……Speaking to those who paid lip service to the Law of Consecration while seeking personal gain the Lord reminds us, “For I, the Lord, am not to be mocked in these things” D&C 104:6

 

“Another disturbing thing is that I cannot put off fulfilling my part of the agreement-( he quotes D&C 78:1-4)….the Law of Consecration is inseparable from the Law of God, the Law of obedience, and the law of sacrifice which the saints have already accepted.”

 

“Can it for any reason be postponed? No! Those who have failed to keep it here and now are denounced” quotes D&C 104:4….Why on earth would anyone want to disregard it after accepting the gospel and bidding farewell to the ways of the world? The answer through ‘covetousness and feigned words’ unable to give up their habits of greed….”

 

“And consider this, I am not free to lay out my own plans or justify special routines as the equivalent of keeping the Law of Consecration” Every attempt at rationalisation fails, the plain fact is that I have promised to keep a law and to keep it now. I know exactly what I am supposed to consecrate, exactly how, exactly why, exactly when, and exactly where.”

 

“The express purpose of the Law of Consecration is the building up of Zion; it is God’s plan for doing that and His alone”
